Finance Director

The purpose of this classification is to perform managerial, fiscal, and procurement duties in support of the KCECD, such as overseeing the budget and overall finances.

The Finance Director is responsible for the following essential functions:

• Supervises, directs and evaluates assigned staff, processing concerns and problems, directing work, counseling, disciplining and completing team member performance reviews.
• Provide relevant financial information to the Executive Director, Knox County Emergency Communications board and others, as required.
• Oversees and takes responsibility for all financial procedures, accounting functions and records.
• Monitor all financial operations to ensure all money are spent in accordance with budget adopted by KCECD board and policies established by Tennessee Emergency Communications Board (TECB).
• Conduct periodic audits of budget items.
• Generate reports as required including accounts payable reconciliation, accounts receivable reconciliation, cash flow report, and balance sheet audits.
• Collaborates with management and user community to develop strategies for enhancement, improvement, or replacement of systems to improve productivity, efficiency, and quality of data.
• Maintains knowledge of trends and developments in financial and administrative systems, technology, best practices, and standards, alerting senior staff of the effects changes will have on the organization's systems and operations.
• Develop annual budget for KCECD, partnering with key stakeholders.
• Partner with Knox County Finance to process payroll, maintain leave balances and accrual tables.
• Ensure regular, punctual attendance during scheduled work hours.
• Perform other duties as required.

• Bachelor’s degree in finance, business administration, management or related field required.
• Minimum of five (5) years related experience in finance, office management, public safety or related field.
• Must possess and maintain Certified County Financial Officer (CCFO) certification or obtain within one (1) year of hire into role.
• Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position.
