DISPATCHER
DEPARTMENT: CENTRAL DISPATCH
NON-EXEMPT: YES
FULL-TIME: YES
GRADE: F (RATE OF PAY: $20.09)
JOB SUMMARY:
The person employed in this capacity will perform his/her duties under the direction of the Director of Central Dispatch. A person in this assignment is responsible for receiving & dispatching emergency personnel to satisfy request(s) for service from City of Jackson Police & Fire Departments.
ESSENTIAL JOB FUNCTIONS:
* Monitor telephones and radios (P25 Digital) in Central Dispatch.
* Answer all incoming calls, ascertain nature of call, gather all necessary information, transmits and receive messages by radio, telephone, facsimile and/or computer.
* Receive/Dispatch police and fire alarms by telephone and radio.
* Dispatch emergency responses; broadcast nature of incident, location and time of alarm; contact all required personnel to ensure the presence of reserve units by contacting personnel designated for callback; relay information as required.
* Maintain agency software data bases to support central Dispatch's responsibilities using various systems such as Computer Aided Dispatching (CAD) 6 windows, RMS, JMS, MOBLan for communication purposes.
* Maintain log sheets, files, radio and telephone communications; keep track of the location of field personnel and equipment; maintain on-going contact with the responding personnel and keep them informed of all pertinent information; keep track of response information such as fire hydrants out-of-service, streets closed, etc.
* Operate paging system; rapid entry systems and recording/instant re-call equipment.
* Monitor and respond to Novell Group Wise email accounts.
* Make entries into NCIC related to person(s), property missing or stolen.
* Monitor Ominxx (NCIC) to receive/transmit data from other agencies throughout the United States, FBI and TBI.
* Monitor 3SI Decoy, which protects and recovers high-value assets.
* Monitor calls received and dispatch calls received for Shot Spotter.
* Monitor/operate the Rapid Lite browser-based tool NG911 Clearinghouse.
* Monitor/Answer 911/NG-911 calls for service.
* Monitor 911/NG-911 mapping (Geo Conex) (Ali/Ani) (Longitude/Latitude ranges).
* Operate 911/NG-911 for instant camera and test messaging for calls received.
* Monitor Hik Vision- live view camera system.
* Monitor Video Commander-Camera System City of Jackson target areas.
* Maintain dispatch center work area and equipment in clean and safe condition.
* Operate radios as needed and assist in radio communications.
* Operate office machines as required.
* Operate emergency generator equipment as associated with Central Dispatch.
* Monitor National Weather Service radio.
* Perform all other duties as may be assigned by supervisor.
TOOLS/EQUIPMENT:
* Radio P25 Digital System, console, portable radio, mapping system, telephone switchboard, computers, copier, facsimile and recorders.
REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSE:
* High School Graduate or GED with two (2) years of college with emphasis in communication preferred.
* National Crime Information Center (NCIC) Certification (must be obtained within six months of employment)
* Recertification every two (2) years for (NCIC) Certification as required by FBI/TBI for the duration of employment. Chapter 1395-1-1
* Basic Telecommunicator Course Certification.
* Recertification of the Basic Telecommunicator every two (2) years as required by the State of Tennessee for the duration of employment. Chapter
* Communication Training Officer Certification.
* Virtual Academy On-line Courses.
* Valid Driver's License.
* U.S. citizen.
EXPERIENCE, TRAINING, KNOWLEDGE AND
SKILLS:
* Knowledge of proper telephone etiquette.
* Knowledge of Federal Communications Commission (FCC) rules and regulations pertaining to police and fire departments.
* Knowledge of departmental rules, regulations, polices and procedures.
* Working knowledge of the City of Jackson and a mental picture of police and fire districts, public building, industrial areas, as well as, city-county boundaries.
