this is a deparmental promotional opportunity. Only current employees of the hamilton county juvenile court judge department will be considered for this position.

this position requires a federal ncic background check and fingerprinting prior to accepting the position and every five (5) years thereafter as a condition of continued employment in the position.

under general direction, the detention unit superintendent in training would be in training to obtain the skills and on-the-job experience needed to assume the role of the detention unit superintendent to manage/run operations should the detention unit superintendent position be vacated. If the detention unit superintendent position were to be vacated and the detention unit superintendent in training possessed the required skills and experience needed to assume the role, the detention unit superintendent in training may be placed into the detention unit superintendent role without going through the competitive recruitment process.

The incumbent will work under the direction of the detention unit superintendent to oversee, supervise, manage, and administer all functions associated with the operation of the juvenile detention center.

this position is a fair labor standards act defined exempt position. The employee in this position is paid a salary rather than an hourly wage for this position. Flsa does not limit the amount of work time an employer may require or expect from any exempt employee, on any schedule.

Hamilton county government expects an employee in this position to complete the work assigned regardless of the number of hours involved in completing the tasks assigned.

supervises and oversees the functions and staff of the juvenile detention center; evaluates effectiveness of the detention center; analyzes operations and makes recommendations to increase staff and operational efficiency; determines if the detention center is operating within established policies and procedures; recommends and implements approved improvement plans; provides leadership and direction in support of the operation of the detention center and its services.

identifies and recommends detention center staffing, equipment, supplies, materials, programs and other needs; applies, coordinates and executes facilities’ policies and procedures; manages staff, volunteers, and others assigned to support functions and purposes of detention center; participates in and/or provides recommendations associated with all aspects of detention center personnel operations; oversees and participates in all personnel-related aspects, including staff selection, training, development, evaluation, counseling and disciplining.

analyzes detention center activities to provide relevant data; develops and presents reports outlining activities of the detention center; accepts, reviews and investigates complaints, grievances and concerns; recommends and implements remedies based upon findings; identifies budget needs and monitors expenditures; promotes detention center and its activities within the community; directs and supervises staff and volunteers associated with the detention center.

performs other related duties as assigned.

knowledge of applicable state of tennessee statutes, rules, administrative orders, policies and procedures, applicable federal rules and requirements,including requirements of the tennessee department of children’s services regarding the operation of a juvenile detention center.

knowledge of hamilton county policies and procedures.

knowledge of legal terminology and court processes and procedures.

knowledge of community resources and services.

knowledge of principles and practices of public personnel administration, public administration, court administration, including the basic principles of organization, management, and budget preparation.

skill in establishing and maintaining cooperative working relationships with court employees, and the public.

skill in communicating orally and producing written documents and reports for public dissemination.

knowledge of operational standards for the detention center and skill in identifying and applying same.

skill in organizing and coordinating the efforts of court personnel, volunteers and others to accomplish the center’s and associated program goals and objectives.

skill in operating a personal computer utilizing a variety of software applications.
