SUMMARY:At the direction of, and in conjunction with, the Board of County Commissioners (“Board”), leads, plans, implements, and coordinates the policies and goals of the Board within the County Departments and coordinates activities and operations with the Elected Officials.
PRIMARY DUTIES AND RESPONSIBILITIES:Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may be included, but are not limited to, the following:
- Facilitates the development and maintenance of annual and long-range strategic plans for the Board to ensure the Board’s organizational goals, objectives and priorities are met; develops policy options for Board consideration; and implements operating policies and procedures to carry out Board directives.
- Provides leadership and direction to the County Departments in order to initiate organization-wide policies and procedures and facilitate the agency vision, mission, values, and organizational culture.
- Provides support, policy advice, guidance and direct supervision to Department Directors and staff as appropriate. Informs the Board of personnel actions in the areas of hiring, discipline, and termination.
- Manages and participates in the development and administration of the Commissioners department’s annual operations budget; directs the preparation of and implements budgetary adjustments as necessary. Reviews requested budgets submitted by all County departments. In coordination with the County Clerk and County Treasurer, facilitates requested budgets from all county departments for final budget preparation, and includes recommendations to the County Clerk for presentation to Board.
- In coordination with the Commissioners, works collaboratively and as a liaison between the Board and staff, elected officials, the public, and federal, state, and local government agencies to effectively implement Commissioners’ policies and goals. Explains County programs and activities; negotiates and facilitates resolution of sensitive and controversial issues. Researches and follows up on agenda items and issues as requested by the Board.
Prepares and presents staff reports, to include options and recommendations, as well as other correspondence as necessary. - Represents the Board by attending community and civic events, develops strong professional networks to facilitate communication between the Board, Department Directors, and the community; advocates for relationship building between Department Directors and community leaders where appropriate.
- Directs, attends, and participates in staff meetings and related activities; attends workshops, conferences, and classes to increase professional knowledge; serves on committees as assigned.
- Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
Education and Experience:
- Bachelor’s Degree in Business, Public Administration, or related field;
Master’s Degree preferred - Seven (7) years of progressively responsible management and supervisory responsibilities which demonstrate administrative ability and leadership qualities.
