Summary / Objective

The Site Maintenance Manager (SMM) is responsible for site‑level maintenance support of C-130J MATS simulators at Little Rock AFB. The SMM supervises personnel, ensures training devices are available, maintains records, enforces safety and security, and acts as the principal liaison among government representatives, CLS Manager, and TSSC.

Essential Functions
  • Inform government and CLS/Program Managers of trainer availability, preventative and corrective maintenance actions, etc.
  • Coordinate, utilize, revise, and enforce the C-130J MATS Quality Control Plan.
  • Schedule operation and maintenance shifts and personnel assignments.
  • Ensure implementation and adherence of C-130J MATS policies, procedures, and work instructions.
  • Establish and adhere to adequate safety and security standards.
  • Perform site administrative duties.
  • Enforce procedures for security of classified material and site access.
  • Accountable for proper supply and materials logistic support.
  • Supervise and direct site work efforts of assigned C-130J MATS maintenance technicians in performing organizational, intermediate, preventive and corrective maintenance.
  • Ensure assigned training devices are operational in accordance with the program performance work statement (PWS) and contract.
  • Determine on‑site or off‑site component repair actions.
  • Manage program support materials through ordering materials, replacement parts, and spares inventory.
  • Assume accountability of all government and company furnished equipment and materials and perform periodic inventories as specified by the PWS.
  • Ensure necessary program technical data is available and current.
  • Provide training device availability, required maintenance actions, and overall maintenance status to program management, government personnel, and the CLS Manager.
  • Prepare reports and maintain records to support the C-130J MATS contract.
  • Monitor and track the repair status of inoperative equipment and document maintenance activities utilizing the logistics management database system.
  • Work with TSSC Contractor Engineering to assist in trainer non‑standard situations.
Competencies
  • Must have the ability to read, analyze, and interpret the most complex word and technical documents/diagrams; respond effectively to sensitive inquiries and complaints.
  • Must be able to generate effective oral and written presentations and proposals on complex subjects.
  • Supply conversation and management, report and evaluation writing, office management, and training device management.
