POSITION DESCRIPTION

REPORTS TO: Regional Facilities Engineer SALARY RANGE: $55,000 – $65,000
POSITION SUMMARYThe Facilities Engineer is an on ‑ site leader responsible for overseeing daily construction and maintenance activities to ensure projects are completed on time, within budget, and to quality standards.
DUTIES AND RESPONSIBILITIES- Supervise crews and subcontractors:
Direct daily building operations, construction/renovation crews, ensuring tasks are performed correctly, safely, and promptly - Plan and schedule work:
Create daily work schedules, allocate resources, and sequence tasks to meet project timelines - Review plans and specifications:
Interpret blueprints, construction documents, and contractor instructions to maintain accuracy and compliance - Enforce safety and code compliance:
Monitor adherence to building codes, OSHA regulations, and site safety protocols; conduct inspections and correct hazards - Coordinate with stakeholders:
Communicate progress, issues, and updates to Regional Facilities Engineer, property/portfolio managers, JHA internal departments, residents and vendors to support operational needs and project timelines - Train and mentor workers:
Provide on ‑ the ‑ job training, safety instruction, and performance guidance to crew members - Problem ‑ solve on site:
Address issues quickly to prevent delays, such as building facilities, equipment failures, material shortages, or design conflicts - Maintain records:
Keep logs of daily activities, labor attendance, material usage, and cost tracking - Maintain site order:
Ensure the work area is clean, organized, and compliant with contract standards - Contractor Coordination: oversee third-party contractors for specialized maintenance, repairs, and construction work
- Leadership, communication, time management, and ability to read/interpret blueprints
- Emergency Response:
Coordinate responses to facility emergencies, ensuring swift and effective resolution - Oversee NSPIRE compliance:
Conduct routine inspections of dwelling units, common areas, building systems, and site components to identify and correct deficiencies in accordance with HUD's National Standards for the Physical Inspection of Real Estate (NSPIRE); coordinate corrective actions and maintain documentation to support compliance - Manage preventive maintenance programs:
Develop, implement, and monitor preventive maintenance schedules for building systems, equipment, and property assets to maximize operational efficiency, extend asset life, minimize emergency repairs, and ensure regulatory compliance - Additional duties as assigned
Required a combination of minimum Associate’s degree in Facilities Management, Engineering (Mechanical, Civil, Electrical, Industrial, Environmental), Construction, or a related field along with experience of at least five (5+) years in facilities engineering or a related role; with proven leadership experience in a regional or multi-site capacity preferred.

Certifications:
Professional certifications such as OSHA safety training; additional project management credentials (PMP, CAPM) are advantageous
Technical
Skills:
Proficiency with Building Management Systems (BMS), Yardi, AutoCAD, SAP, MS Office, and knowledge of structural codes and construction principles.
Soft Skills:
Strong project management, problem-solving, communication, and organizational skills
Physical ability:
Willingness to perform hands ‑ on tasks and work in varied conditions
