Position Overview and Responsibilities:

This is a highly advanced technical position in the Permitting Program responsible for permitting activities, including solid waste, groundwater reviews for wastewater and underground injection control. Duties include, but are not limited to, the following:

  • Responsible for the technical review of groundwater reports in relation to wastewater permitting activities.
  • Responsible for Solid Waste permitting activities
  • Reviews and evaluates permit applications for conformance with federal and state rules and regulations.
  • Produces complex permits and requests for additional information, when required, that are consistent with prescribed rules and department guidance and procedures. Performs site inspections, as necessary, in support of reviews and evaluations.
  • Responsible for the accurate and timely entry of required data and system information into agency databases and Oculus.
  • Provide technical assistance to the compliance assurance program.
  • Coordinates with the compliance assurance program to ensure that permits address necessary corrective action, when appropriate.
  • Maintains effective internal communications with leadership and coworkers in keeping with the department’s standards and expectations for communication effectiveness.
  • Provides regulatory assistance, such as outreach, permitting determinations and exemptions, to permittee and/or company representatives, other department programs, delegated local programs, and other interested parties.
  • Perform related work as required by supervisor.
Required Knowledge, Skills, and Abilities:
  • Knowledge of the terminology, principles and analytical techniques of geological research and analysis.
  • Knowledge of data collection and analysis principles and procedures.
  • Ability to collect, evaluate, analyze and interpret scientific or technical reports and supporting documentation.
  • Ability to prepare technical reports.
  • Ability to use a personal computer and Microsoft Office Suite.
  • Ability to understand and apply rules, regulations, policies and procedures relating to the science of geology.
  • Ability to determine work priorities and ensure proper completion of work assignments.
  • Ability to work independently.
  • Ability to communicate effectively and professionally, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with co-workers and leadership.
  • Ability to interact with customers in a tactful and courteous manner.
  • Ability to cross-train into multiple regulatory programs.
  • Ability to identify solutions to problems and exhibit positive problem-solving techniques.
  • Ability to meet established performance standards as identified in the district performance standards document.
  • Experience with peer review to ensure a quality work product.
  • Experience with process review and efficiency implementation through use of continuous improvement strategies.
  • Experience with groundwater reviews in relation to permitting.
  • Experience with underground injection control permitting.
Minimum Qualifications:
  • At least 4 years of verifiable related experience in Geology. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
