Summary

The Senior Estimator will lead estimates, proposals, and budgets for marine construction, dredging, and heavy‑civil/structural projects. The role oversees an estimating/pursuit team that may include engineers, estimators, and support staff. Projects range from under $100,000 to over $1 billion and can be sole‑source, joint ventures, or subcontracted solicitations. The position produces estimates, proposals, and budgets primarily in the regional office but may also support other Manson regions.

Successful pursuits are turned over to operations.

Essential Duties and Responsibilities
  • Lead an estimating team through accurate and timely roll‑out of the entire estimate, proposal, or budget deliverable process.
  • Manage multiple projects concurrently with multitasking ability.
  • Analyze contract plans, specifications, and proposals to prepare time, cost, and labor estimates.
  • Compute cost factors and prepare estimates, proposals, or budgets; prepare bids and proposals; solicit, pre‑qualify, and select vendors or subcontractors, and assess cost effectiveness.
  • Conduct special studies to develop and establish standard hour and related cost data or effect cost reductions.
  • Consult with clients, vendors, or other individuals to discuss and formulate estimates and resolve issues.
  • Attend project site pre‑bid meetings, site tours, interviews, and proposal debriefs as required.
  • Maintain historical cost records to support cost estimating.
  • Prepare project executive summaries and risk assessments to convey project scope to internal staff.
  • Coordinate with internal staff on administrative preparation and close‑out of bid packages.
  • Research and seek out traditional, innovative, and “out‑of‑the‑box” construction methods and collaborate with internal Manson staff on ideas.
  • Coordinate with external Geotechnical and other specialty engineering and subcontractors as required.
  • Prepare detailed material take‑offs and cost estimates for labor, material, equipment, and subcontractors.
  • Analyze and evaluate subcontractor and vendor scopes of work and proposals for acceptability, cost realism, and cost reasonableness. Select price proposals for inclusion in Manson estimates and continue this process through project estimate close‑out.
  • Draft proposal letters and technical method narratives for project proposals.
  • Estimate projects in any location where Manson operates.
  • Coordinate process audits with the Chief Engineer and Corporate Ethics and Compliance Officer.
  • Ensure compliance with Manson’s Code of Ethics and Standards of Business Conduct.
  • Promote ethical behavior, support ethical decisions, and actively seek resolution to potential ethical conflicts.
  • Practice safe work standards and promote an Incident and Injury Free (IIF) work environment as a condition of employment.
  • Additional duties may be assigned.
Supervisory Responsibilities
  • Directly manage and lead a team of regional engineers and estimating staff, both full‑time and interns, and conduct performance evaluations and skills assessments on a project‑by‑project basis.
  • Assist in strategic planning and provide professional guidance in market or project selection, including recommendations of strategic partners and implementation of Manson’s process.
  • Work closely with senior and executive management in estimating, project development, engineering, and construction planning.
  • Oversee and monitor engineering and estimating training programs, sponsor career development, and provide regular coaching.
  • Participate in the oversight and management of the Manson Engineering Program.
