The Public Works Department is actively seeking a Professional Engineer - Plan Reviewer to serve as a Building Plans Reviewer, reviewing engineering drawings, construction plans, and specifications to ensure compliance with applicable building codes, safety standards, and regulations.
Examples of Work Plan Review and Code Compliance- Reviews architectural, structural, plumbing, mechanical, electrical drawings, product approvals, and energy calculations for residential, commercial, and industrial projects.
- Ensures compliance with local, state, and federal regulations, including the Florida Building Code, National Electrical Code, and Fair Housing Act.
- Verifies that plans meet life safety, energy efficiency, and accessibility requirements such as ADA compliance.
- Reviews structural, foundation, HVAC, and electrical designs for conformance to safety and performance standards.
- Ensures fire protection, egress, and life safety systems meet applicable building codes.
- Identifies design deficiencies and provides comment sheets for corrections.
- Monitors permit deadlines on the dashboard and approves or denies permits in Jax Epics.
- Conducts follow‑up reviews after revisions to confirm compliance.
- Attends pre‑application meetings to clarify code requirements.
- Communicates with architects, engineers, contractors, agencies, and departments to resolve design issues.
- Generates comments referencing ordinances, statutes, and codes, and transmits them to stakeholders.
- Maintains the plan review log, recording plans, approvals, revisions, and communications.
- Maintains up‑to‑date knowledge of Florida Building Code, National Electrical Code, zoning laws, and industry standards.
- Attends training sessions and seminars to stay current with code updates and new construction technology.
- Provides guidance, mentoring, or training to coworkers.
- Demonstrates proficiency in the City of Jacksonville's competencies.
- Performs related duties as required.
Skills and Abilities
- Knowledge of the theories, principles, and practices of Architecture and Engineering.
- Knowledge of city ordinances, rules, regulations, applicable building codes, and design standards.
- Knowledge of city, county maps, streets, sections, and zoning overlays.
- Ability to apply engineering principles and methods to plan and carry out programs and policies.
- Ability to perform mathematical and engineering calculations.
- Ability to read, understand, interpret, and apply laws, regulations, and technical manuals.
- Ability to work with the public, internal and external stakeholders, and regulatory agencies.
- Strong verbal and written communication skills.
- Ability to make presentations.
- Proficiency with office computer applications.
- Valid driver’s license and ability to operate a motor vehicle.
- Registration as a Professional Engineer.
- Must be a Registered Professional Engineer in the State of Florida or obtain Florida registration within one year if licensed elsewhere.
- A valid Florida driver’s license is required before appointment and must be maintained during employment.
- Must obtain City of Jacksonville Public Driver Certification before appointment.
- Probationary period: six months.
