Project Inspector

The Planning and Development Department seeks a Project Inspector to conduct inspections of contracted services and various construction projects, including buildings, roads, drainage, and grounds maintenance. The role requires ensuring compliance with City of Jacksonville Standards and contract specifications, maintaining daily inspection logs, verifying materials, reporting defective work, resolving complaints, estimating quantities and costs, and coordinating utility line relocations. Inspectors also operate various measurement instruments, computers, and a motor vehicle, and they set priorities under general supervision.

of Work
  • Inspects contracted services work and various types of construction projects for adherence to contract specifications and/or City of Jacksonville Standards.
  • Maintains a daily log of all jobs inspected.
  • Verifies materials used by contractors for compliance with proper specifications.
  • Reports and recommends removal of defective work and requires proper re‑installation.
  • Investigates and resolves complaints concerning contracted services and construction projects.
  • Measures quantities and estimates percentage of completed work, reviews invoices, and certifies payment.
  • Attends pre‑construction meetings and reviews bid specifications.
  • Coordinates the location and relocation of utility lines as needed.
  • Operates a computer to establish and maintain records.
  • Estimates costs for equipment, materials and services.
  • Assists in planning and organizing the work of contractors performing landscape maintenance in public areas.
  • Demonstrates proficiency in the City of Jacksonville competencies.
  • Performs related work as required.
Knowledge,

Skills and Abilities
  • Knowledge of the City of Jacksonville Standards applicable to road and drainage projects.
  • Knowledge of methods, practices, and procedures of contract administration.
  • Knowledge of various surveying techniques, instruments, equipment, and tools.
  • Knowledge of the methods, practices and procedures used in weed control.
  • Ability to inspect contracted services work and various types of construction projects to adhere to specifications.
  • Ability to read and interpret blueprints, specifications and various construction plans including landscape and irrigation plans.
  • Ability to perform mathematical computations including geometry and basic algebra.
  • Ability to investigate and resolve C.A.R.E. issues.
  • Ability to communicate effectively, orally and in writing.
  • Ability to operate a computer and digital camera.
  • Ability to operate a motor vehicle.
Open Requirements / Supplemental Information
  • A four (4) year combination of education and/or experience in construction inspection, engineering support work or construction in a supervisory capacity.
Licensing / Certification / Registration
  • Florida Stormwater, Erosion, and Sedimentation Control Inspector Certification is preferred.
  • A valid Driver's License is required prior to appointment and must be maintained during employment in this class.
  • Must qualify prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville Certification as a Public Driver.
Other Requirements
  • The probationary period for this class is six (6) months.
