Entry level professional level budget work, performed in accordance with established procedures under supervision and checked by regular internal checks and post audits, in the development and review of school and/or departmental budgets. Analyzes and monitors fiscal transactions. Contacts schools and district department financial and budget personnel to secure and evaluate information, seek compliance with requests, and provide feedback on analysis.
Essential Functions:
1. Assists schools with preparing and balancing spring and fall budgets. Meets with and advises school and district administrators on budget development.
2. Reviews and processes set ups; additions and deletions of positions; and set ups for payments for personnel working outside of their normal contract.
3. Assembles fiscal information for use in budget preparation.
4. Reviews documentation for completeness and conformity with directives.
5. Monitors expenditures and makes recommendations for meeting budget targets.
6. Reviews cost coding for purchase requisitions and district expenditures.
7. Maintains files of applicable directives, procedures, policies, and budgetary documents.
8. Recommends procedures and assists in developing forms used in the budget process.
9. Composes correspondence and other office documents.
10. Answers inquiries for schools and/or departments and provides resolution for SAP issues, budget transfers, purchase requisitions, PCFs, FTEs, and year end closing.
11. Performs other duties as assigned.
Probation: 1 year
Qualifications:
Education/Experience: Four (4) year combination of education, training, and/or experience in financial and budgetary analysis.
Experience with a large, complex organization such as a public school district or state department of education preferred.
Certifications & Licenses: Valid Florida Drivers license may be required prior to appointment and, if required, must be maintained during employment in this class. May be required to furnish a personal auto for which mileage reimbursement will be paid.
Promotional Requirements: Permanent employees who have served for two (2) years in the class of Budget Assistant may apply.
Knowledge, Skills, and Abilities (KSAs)
- Knowledge of budgeting principles, practices and procedures
- Knowledge of school district budget practices and procedures
- Knowledge of mathematics as used in budgeting to include statistics
- Knowledge of governmental accounting
- Strong oral, written, and interpersonal communication skills
- Strong word processing, spreadsheet, presentation, and database software skills
- Strong interviewing and data gathering skills
- Strong research and analytical skills
- Strong calculator, personal computer, and office equipment operation skills
- Ability to prepare and present comprehensive reports
- Ability to maintain applicable records
- Ability to develop forms and procedures
- Ability to read, understand, and apply budget manuals and other financial related documents
- Ability to establish effective working relationships with other employees, administrators, principals, and the general public
- Ability to analyze fiscal and accounting audit records
