Duties

• Advise on work in any of the phases or systems of budget administration.
• Analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations
• Provide advice on effective and efficient methods for the acquisition and use of funds to support the organization.

• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) performing financial management duties requiring the application of Navy Working Capital Fund (NWCF) principles, theories, concepts, and practices to ensure that financial execution are producing accurate results across a variety programs,
2) performing and/or advising on work in any of phases of budget or financial execution, and
3) leading a variety of financial and workload functions and providing advice, guidance and assistance to personnel on procedures or processes related to industrial NWCF workload, budget, execution, and other related financial management work.
