The Fintechs and Payments Risk & Compliance Officer will serve as the subject matter expert for regulatory compliance, risk management, and related activities supporting the Bank’s Specialty Banking (SB) clients. This role will conduct early-stage due diligence of prospective Fin Tech relationships, evaluate regulatory and consumer compliance risks, and provide ongoing program due diligence oversight of Specialty Banking line of business clients to ensure activities remain within the Bank’s risk appetite and regulatory permissions.

The incumbent will work closely with the CRO, the Third-Party Risk Management Quarterback, Specialty Banking management and Specialty Banking partners to identify, assess, and mitigate regulatory, operational, and regulatory risks associated with programs. The incumbent will coordinate closely with the Bank’s CCO and BSA Officer to ensure compliance with the Bank Secrecy Act/Anti-Money Laundering/OFAC rules and regulations and the bank’s BSA Program.

Essential Duties and Responsibilities
  • Conduct early-stage due diligence for existing and new SB clients to include risk assessments, audit reports, monitoring results, licenses, complaints, controls, and control evidence.
  • On-going evaluation of risk within Specialty Banking to include all SB clients.
  • Promote risk/regulatory compliance to ensure SB activities remain within the Bank’s risk appetite and policies and regulatory permissions.
  • Evaluate SB prospect clients for BSA and consumer compliance, UDAAP risk exposures, privacy, data-sharing, money transmission and contract compliance.
  • Review and assess SB client vendor controls and evidence to ensure downline vendors meet business and risk requirements.
  • Provide compliance and risk input to the TPRM QB, CRO, Specialty Banking, Legal, Operations, Technology, Information Security, and other SMEs during initial due diligence, onboarding and ongoing due diligence monitoring.
  • Support ongoing monitoring and reporting of Specialty Banking programs and third-party relationships including control evidence reviews, issue validation, periodic compliance risk assessments, and review of partner and program and sub-program changes.
  • Will be required to interface with regulators and examination teams.
  • Support the Bank’s fraud prevention program and report suspected or known fraud and ethical issues, always performing in an ethical manner to protect the bank and employees from loss and reputational damages for Specialty Banking.
  • Provides support and assistance to the Compliance Division during an examination/audit from the federal regulators and internal/external auditors.
  • Work closely with Specialty Banking in a manner that promotes teamwork and professionalism, to provide recommendations and support, and to ensure business practices are appropriate and in compliance with internal policies.
  • Represent Florida Capital Bank as a respected business professional.
  • Comply with all FLCB policies and procedures including BSA and Regulatory requirements and complete all required training.

Qualifications/

Required Skills:
  • Bachelor’s degree in business, finance or related field or the equivalent in relevant work experience to include a minimum of 5 years banking compliance, risk management, audit, or comparable and transferable experience.
  • A minimum of 2 years prior Fin Tech, BaaS payments, or third-party risk management experience is also required.
  • Incumbents must have prior due diligence and risk assessment experience to include exposure to consumer compliance regulations, UDAAP, privacy, and vendor oversight.
  • Knowledge of banking regulatory agencies (FinCEN, OFAC, FDIC, FFIEC, OCC) and overall bank regulatory governance related to Fintechs is required.
  • Must have working knowledge of banking operations, its products, services, and understand banking organizational structure.
  • Professional compliance related designation, CRCM/CAMS/CAFP or equivalent with the expectation to obtain certification within two years of employment.
  • Minimum of five years' BSA experience is preferred.
  • Experience in fintech compliance, governance, and regulatory requirements is preferred.
