DCF Contract Oversight seeks to hire a contract monitor. The individual in this position is responsible for monitoring the administrative and programmatic terms and conditions of the Department's contracts. The position is a Government Operations Consultant II.
The individual selected for this position will work from the Jacksonville DCF office at 5920 Arlington Expressway. Employees in this position work from the office and do not telecommute. A Monday through Friday, 8-hour daily work schedule during typical business hours is required.

To be considered, candidates must meet the following minimum requirements:
- At least a bachelor’s degree from a college or university with accreditation as recognized by the US Department of Education.
- One to three years of full‑time professional‑level experience in health and human services.
- One to three years of professional‑level experience working with governmental health‑and‑human‑services contracts.
- Working knowledge of computer software applications including Microsoft Office products, SharePoint, Citrix Share File, and Smart Sheet.

Salary will be $52,000.00 to $55,000.00 annually. Prior or current salary is not taken into consideration.
Contract monitoring is conducted in accordance with section 402.7305, Florida Statutes, and Children and Families Operating Procedure 75-8.
Position duties include but are not limited to:
- Prepare, manage, and perform the contract monitoring process. Participate as a solo reviewer, a team leader, or a team member as assigned by the unit manager.
- Research and analyze contracts, statutes, laws, rules, regulations, policies, and other complex written information to identify compliance requirements and/or performance expectations that apply to contracted providers. Prepare monitoring tools and devise approaches to assess the performance and compliance of contracted providers.
- Review plans, reports, complex documents, records, and transactions to determine performance relative to compliance requirements. Conduct interviews and observe provider facilities as needed.
- Gather and analyze data and information from Department and provider sources, including Departmental automated systems.
- Compare requirements and provider performance and draw conclusions about the provider’s implementation and performance of contract requirements.
- Conduct formal and informal meetings with Department and provider staff, including entrance and exit conferences.
- Complete, organize, and maintain monitoring documentation in accordance with unit standards and record retention requirements.
- Gather information from Department sources and incorporate necessary information into a written report.
- Prepare correspondence and reports that meet standards for content and style.
Cooperation, communication, and teamwork are mandatory skills for this position. Candidates must be highly proficient in written and verbal communication, use of automated systems, and research and analysis.
The position incumbent must demonstrate self‑direction and self‑motivation, sound decision making, and the ability to create and maintain positive and respectful working relationships with Department colleagues and provider staff.
