The Planning and Development Department is actively seeking a Landscape Inspector.
Responsibilities- Inspects land, trees, and shrubs for health and compliance with building and landscape codes and ordinances in the Jacksonville 2030 Comprehensive Plan Chapter 656 Part 12.
- Ensures contractors are licensed and have obtained proper permitting.
- Reviews and compares landscape plans with grounds construction specification for compliance.
- Performs pre-plan development reviews for preservation of existing trees and shrubs for compliance with city landscape codes and ordinances.
- Inspects land development construction sites before and after clearance and development.
- Investigates complaints of landscaping violations.
- Issues citations to violators of landscaping codes and ordinances.
- Prepares reports on observed violations and identifies conditions requiring correction.
- Photographs real property for evidence and possible prosecution of violators.
- Researches and maintains files and records of complaints and violations.
- Prepares for and appears in court for prosecution of violators of applicable ordinances.
- Answers questions from the public on compliance and violations of applicable ordinances.
- Operates camera, calculators, and personal computers using word processing, spreadsheet, and database software.
- Operates a motor vehicle.
- Demonstrates proficiency in the City of Jacksonville Core Competencies.
- Performs related work as required.
- Knowledge of horticulture, arboriculture and forestry techniques, methods and procedures.
- Knowledge of landscaping and site development procedures and terminology.
- Knowledge of city landscape ordinances, rules and regulations.
- Knowledge of building and landscape inspection procedures and techniques.
- Knowledge of construction procedures and terminology.
- Knowledge of construction drawings and plans.
- Knowledge of contractor licensing requirements.
- Knowledge of Duval County streets and sections.
- Knowledge of maps and property descriptions.
- Ability to examine and diagnose illnesses and diseases of land, trees and shrubs.
- Ability to inspect properties and report findings.
- Ability to read, comprehend and explain maps, property descriptions and technical manuals.
- Ability to create inspection reports using applicable computer equipment and software including word processing, spreadsheet, and database.
- Ability to operate photography equipment and distance measuring devices.
- Ability to communicate effectively.
- Ability to perform mathematical calculations.
- Ability to operate a motor vehicle.
- A three‑year combination of education, training and experience in real estate, land surveying, topographic drafting, property title search, or compliance inspections or enforcement activities relating to local, state or federal code violations, which must include a two‑year combination of education, training or experience in landscaping, site preparation, land development, arboriculture, horticulture or forestry.
- FL Class E Driver's License is required prior to appointment and must be maintained.
- City of Jacksonville Public Driver Certification must be obtained prior to appointment and maintained during employment.
May be required to furnish and operate an automobile in good condition for use in City business for which mileage compensation will be paid.
