The U.S. Pretrial Services Office for the Middle District of Florida is currently accepting applications for the position of Human Resources Manager to manage a full range of management‑level human resources functions. The assignment of a duty location is at the discretion of the chief pretrial services officer. This position will be under the direct supervision of the chief pretrial services officer.

Qualifications

To qualify for the position of Human Resources Manager, a person must be a U.S. citizen. A bachelor's degree or graduate degree in human resources or a related field is preferred. Human resources management work experience in a federal court or federal government agency is strongly preferred. Skills in MS Word, Excel, PowerPoint, and experience with human resources management information systems are required.

Court

Personnel System ~ Classification Level 29

To qualify for the position of Human Resources Manager, the applicant must possess a minimum of two years’ specialized experience as defined below, including at least one year of experience equivalent to work at CL 28. Appointment at CL 29 will be based upon the candidate’s overall experience, qualifications, education, and funding.

Court Personnel System ~ Classification Level 30

To qualify for the position of Human Resources Manager, the applicant must possess two years’ specialized experience as defined below, including at least one year of experience equivalent to work at CL 29. Appointment at CL 30 will be based upon the candidate’s overall experience, qualifications, education, and funding.

A successful candidate must have:

Unquestioned integrity, ability to maintain strict confidentiality, excellent written and oral communication skills—including skill in presentation of complex administrative matters to management and other staff—, superior interpersonal skills with an ability to motivate and lead a team, problem‑solving and decisive judgment, professional and positive demeanor and appearance appropriate for a court environment, superior organizational and analytical skills, comprehension of a wide range of human resources concepts, principles, and practices, analytical ability to evaluate complex questions and organizational functions, data gathering and solution development, viable recommendation formulation to the chief pretrial services officer regarding staffing, organizational structures, and other human resources functions, research of available sources to propose solutions, and management of multiple projects simultaneously.

Experience:

Progressively responsible experience in the functional areas of human resource management such as recruitment and staffing, classification and compensation, benefits, performance management, adverse action procedures, employee relations, fair employment practices, and equal employment opportunity, providing knowledge of the rules, regulations, and terminology of human resources administration. Additionally, an individual must have progressively responsible administrative, professional, supervisory and/or managerial experience that demonstrated the ability to develop interpersonal work relationships needed to lead employees, exercise mature judgment, and apply basic concepts, principles, and theories of management and the ability to understand the managerial policies applicable to the court unit.
