Senior Construction Project Manager
The Senior Construction Project Manager is responsible for the management of pre-procurement, contract administration, and process improvement functions of the Capital Construction Department. This position will aide in the management of the department's relationships with other JHA departments including, but not limited to Procurements & Contracts and Legal. The Senior Construction Project Manager will manage projects from inception through close-out, be accountable for adherence to the project budget schedule and completion of the approved scope.
The Senior Construction Project Manager will communicate expectations to team members and stakeholders and resolve any issues throughout the project life cycle. Additionally, the Senior Construction Project Manager will lead the management of the design contract, oversee scope development, manage the internal review process for design, review constructability logic, and value management, and manage overall project coordination. This position will be accountable for successfully executing larger, more complex and higher value contracts with Architects/Engineers and other technical consultants and coordinate the design review efforts with JHA, City of Jacksonville Department of Buildings and other regulatory agencies to ensure that all design documents comply with Federal, State and Local regulations and guidelines.
Duties
- Manage construction projects, change orders, contract modifications, and project closeout processes.
- Develop, oversee, and implement department-wide process improvements, key performance indicators (KPI's), and departmental policies and procedures.
- Ensure compliance with any FLSA standards, including but not limited to Davis Bacon Wage rate determinations.
- Manage efforts to identify, revise, and clarify departmental policies and procedures as needed.
- Conduct best practice research, cost benefits analyses, regulatory research and draft recommendations about potential policy or procedural changes and improvements in collaboration with key JHA stakeholders.
- Assist Procurement with the pre-procurement of vendor services including the creation of procurement packages.
- Supervise the overall performance of all projects relating to scope, safety, quality, schedules, costs, and review project budget and project resource allocation.
- Represent the Capital Construction Department in meetings with internal and external stakeholders.
- Research and write independent cost estimates.
- Work with investors and the JHA Asset Management team to ensure compliance with LIHTC leasing schedules and regulations.
- Prepare executive level communication and reports regarding departmental activities, including presentation materials for Board meetings.
- Review of close-out documents, including as-builts, for adherence to the contract documents and JHA standard operating procedures.
- Work with leadership to develop and implement training programs for staff and lessons learned for all assigned projects.
- Manage all activities of the architect of record, engineers, project consultants, and the general contractor from notice-to-proceed through close-out and final billing.
- Oversee and assist in department special projects/programs as assigned.
- Mentor other contract project managers.
- Supervise and manage multiple projects concurrently.
- Must be available to respond to crisis situations twenty-four hours a day, seven days a week.

Graduation from an accredited college or university with a Bachelor's degree in Construction, Public Policy, Urban Planning or other related degree and 6-8 years of experience in the administration of government contracts and programs. Master's Degree preferred. The incumbent must possess strong leadership skills, excellent verbal and written communication skills, policy/procedural experience and/or demonstrate the ability to provide strategic direction and ability to balance the need to meet the details of the requirements while fulfilling the broader organizational vision and goals;
must be willing and able to act proactively; must be detail-oriented and able to manage multiple projects; and have strong problem-solving and interpersonal skills. Must be able to meet schedule and budget commitments in a dynamic environment. A working knowledge of federal, state and local housing regulations and budgeting/accounting principles is preferred. Must have a valid driver's license.
Other: Must be insurable by JHA's insurance and possess a valid Florida Driver's License.

- Strong knowledge of the principles, practices, and regulations within city and state building codes
