Responsible for developing implementing administering and continuously improving the Jacksonville Aviation Authority’s comprehensive Health and Safety Program across the four airport locations. This position manages the JAA’s Occupational Health and Safety Program including certain aspects of the organization’s Operational Risk Management (ORM) to promote a proactive safety culture reduce workplace injuries ensure regulatory compliance. This position develops safety policies and procedures monitors various Quality Assurance (QA) and Quality Control (QC) processes, conducts inspections and investigations manages safety training initiatives, analyzes safety data and trends collaborates with department leadership to identify and mitigate operational risks.
Work is performed in an office environment though the employee must frequently be in the field or at the various airport locations. The work is performed under limited supervision where work assignments are subject to established procedures practices and standards. However the employee plans and organizes the work and determines appropriate priorities and the work is reviewed usually after-the-fact in terms of quality timeliness compatibility with other work assignments and effectiveness in supporting departmental goals and objectives.
Reports to the Chief Compliance Officer.
- Develop and administer occupational health and safety programs for all JAA departments.
- Conduct risk assessments facilitate hazard identification and implement mitigation strategies.
- Develop written safety procedures and safe work practices.
- Collect and analyze safety data develop performance dashboards and monitor key safety performance indicators.
- Participate in safety review meetings recommend improvements based on data analysis and lead safety action initiatives.
- Maintain a safety reporting system.
- Ensure compliance with applicable FAA OSHA EPA state and local safety regulations recommend corrective actions and monitor completion.
- Investigate employee injuries vehicle accidents equipment damage and operational safety incidents.
- Determine root causes recommend corrective actions and track corrective actions through completion.
- Work collaboratively with Risk and Insurance Compliance Manager to prepare investigation reports.
- Liaison with Human Resources and support the City of Jacksonville in the administration of workers’ compensation claims.
- Manage the Random Drug Testing of employees in Safety Sensitive positions.
- Monitor changes in applicable federal and state safety regulations.
- Assist departments in maintaining compliance with applicable OSHA standards.
- Coordinate personal protective equipment (PPE) programs.
- Conduct safety inspections of JAA facilities.
- Monitor contractor safety compliance.
- Participate in Emergency Operations and Incident Management meetings.
- Participate in the administration and maintenance of the JAA’s Operational Risk Management (ORM) System consistent with FAA guidelines and industry-best practices, as required.
- Work collaboratively with Airport Operations in support of the FAA mandated Safety Management System (SMS) and serve as a subject matter expert as requested.
- Maintain required safety documentation and records.
- Develop annual safety training plans coordinate required employee safety training and maintain training records.
- Deliver instructor led safety training as appropriate and track employee training compliance.
- Develop safety awareness campaigns and recognize positive safety performance.
- Promote employee engagement in safety initiatives and proactive hazard reporting.
- Develop safety program budget recommendations.
- Maintain safety manuals policies and procedures.
- Prepare annual safety program reports.
- Manage safety related contracts and vendors.
