Job OverviewThis position involves skilled craftwork at the supervisory level in the installation, maintenance, and repair of plumbing, drainage, sewage disposal systems, and heating fixtures and traps. The role requires knowledge of plumbing trade techniques, methods, and procedures, as well as supervisory skills to schedule, assign, monitor, direct, and evaluate crew work. The work is performed under limited supervision in a somewhat uncontrolled environment with predictable hazards.
The incumbent operates hand and power tools, soldering equipment, plumbing systems, and motor vehicles (including 1/2‑ton and 1‑ton trucks and vans). Physical demands include climbing ladders, stooping, bending, and lifting objects up to 50 pounds.
- Prepare and/or oversee plumbing plans and specifications for new construction, renovations, and maintenance projects.
- Recommend and implement preventive maintenance procedures relevant to plumbing work.
- Review plans, blueprints, and specifications; develop sketches, instructions, material lists, and recommend changes.
- Monitor and inspect work to ensure timely completion and compliance with applicable codes and safety standards.
- Perform and/or supervise repair, maintenance, and servicing of all plumbing equipment and systems, including drainage, sewage disposal, lift stations, water supply/distribution pipes, ventilation, and heating fixtures.
- Schedule, assign, monitor, and evaluate the work of crews engaged in plumbing construction, repair, and maintenance.
- Estimate costs of plumbing work and prepare data needed for purchasing requirements.
- Prepare work orders and write reports on work performed.
- Use computer systems to maintain records and work orders.
- Communicate clear direction, manage results, and lead organizational change initiatives.
- Assign responsibility, take corrective action, and demonstrate leadership in evaluating, developing, and motivating employees.
- Demonstrate proficiency in City of Jacksonville competencies.
- Perform related duties as required.
- Knowledge of plumbing trade tools, materials, and methods.
- Knowledge of plumbing techniques, methods, and procedures.
- Knowledge of state and local plumbing codes, including lift stations.
- Knowledge of occupational hazards and safety precautions in plumbing.
- Knowledge of supervisory methods, practices, and techniques.
- Skill in installing, maintaining, repairing, and testing plumbing pipes and fixtures.
- Skill in operating equipment and tools used in plumbing installation and repair.
- Ability to read, interpret, and apply written instructions, manuals, technical diagrams, blueprints, and job‑related materials.
- Ability to prepare and maintain records and reports.
- Ability to prepare cost estimates.
- Ability to communicate effectively, both orally and in writing.
- Physical ability to climb ladders; stoop, bend, and reach; and lift objects up to 50 pounds.
- Ability to perform mathematical calculations.
- Ability to verify conformance of plumbing work to specifications.
- Ability to schedule, assign, monitor, direct, and evaluate work of personnel.
- Ability to operate motor vehicles, including 1/2‑ton and 1‑ton trucks and vans.
- Ability to operate a computer and standard office equipment.
- Six (6) years of education and/or experience in the plumbing trade.
- Must possess a valid City of Jacksonville Master Plumber Certificate or a valid State of Florida Certification as a Plumbing Contractor, and maintain it during employment.
- Valid driver’s license required prior to appointment and must be maintained during employment.
- Must qualify for, obtain, and maintain City of Jacksonville Certification as a Public Driver prior to appointment.
- Probationary period: one (1) year.
- Must pass a Criminal Justice Information Services (CJIS) background screening performed by the Jacksonville Sheriff’s Office before appointment.
- Within thirty (30) days of appointment, acquire and maintain CJIS certification corresponding to job responsibilities.
- Certification obtained by completing a web‑based training course and test covering physical security, incident response, information protection, and IT security threats.
- Optional specialized certifications may be required depending on assignment.
- Subject to pre‑employment, random, and other drug/alcohol testing per City of Jacksonville’s Drug Free Workplace Policy (0401).
