Position: Utility Service Worker I

Essential Functions
  • Installs, constructs, repairs, and maintains various types of public utility systems and infrastructure including streets, right or ways, water, sewer, and/or stormwater systems.
  • Locates lines and main service lines for contractors and other utility companies.
  • Builds manholes and other structures using brick and/or prefabricated concrete.
  • Maintains right of ways, public property, streets, and park areas; performs landscaping, surface restoration, and debris removal.
  • Operates trucks, tractors, back‑hoe, tapping machines, mowers, and various other construction equipment.
  • Inspects and maintains tools, equipment, and vehicles for proper use and care.
  • Exercises, installs, and maintains water system valves; installs, repairs, and replaces large and small sewer and water lines; installs and removes water meters.
  • Unstops sanitary sewer services and mains with the proper equipment.
  • Changes meters, repairs meter leaks, and performs water pressure tests.
  • Installs, maintains, repairs, and replaces fire hydrants.
  • Digs trenches and ditches, cleans catch basins, manholes, and drainage lines.
  • Patches holes in street surfaces, spreads asphalt, and assists with concrete work.
  • Performs maintenance of traffic requirements such as setting up detours, barricades, flagging, and installing and replacing roadway and warning signs.
  • Loads and unloads gravel, dirt, timber, chemicals, and other tools and equipment.
  • Alternates with others on a rotating standby off‑hours call schedule as assigned.
  • Performs other public utilities maintenance work as required.
Education and Experience

A high school diploma or equivalent.

Special Qualifications
  • A driver’s license valid in the State of Florida.
  • Must obtain a Class B Commercial Driver’s License within six months of employment.
Knowledge,

Skills and Abilities
  • Knowledge of the tools, materials, and equipment used in the installation, replacement, maintenance, and repair of public utilities and infrastructure.
  • Knowledge of the safe use, operation, and preventive maintenance of assigned equipment.
  • Skill in operating assigned equipment.
  • Ability to establish and maintain effective working relationships with other personnel and the public.
  • Ability to understand and carry out verbal and written instructions.
  • Ability to perform overtime, holiday, and weekend work as needed.
  • Ability to be alert to traffic and aware of both safe and unsafe procedures and situations that may occur or be present while operating City equipment or a City vehicle.
  • Ability to perform manual labor for extended periods, often under unfavorable weather conditions.

This position is part of the Qualification Advancement Program. To advance to Utility Service Worker II – Streets and Stormwater, an employee must complete two years of service as a Utility Service Worker I, and obtain a Class C Stormwater Certificate. To advance to Utility Service Worker II – Distribution and Collection, an employee must complete two years of service as a Utility Service Worker I, and obtain a Class 3 Distribution License and a Class C Collection Certification.

Demands

The work is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:

  • Balancing:
    Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces.
  • Climbing:
    Ascending or descending terrain, ladders, stairs, ramps, poles, and the like, using feet and legs and/or hands and arms.
  • Crawling:
    Moving about on hands and knees or hands and feet.
  • crouching:
    Bending the body downward and forward by bending leg and spine.
  • Feeling:
    Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
