Performs difficult professional work coordinating the administration and implementation of the North Carolina Opioid Settlement Memorandum of Agreement (MOA), and related work as apparent or assigned. This role strategically engages stakeholders and cultivates cross-sector partnerships to ensure opioid settlement funds are used transparently, lawfully, and to the greatest effect for Onslow County residents. Work is performed under the general direction of the Community Relations Manager.

- Serve as Onslow County’s primary liaison regarding opioid settlement activities; coordinate directly with CORE-NC, County Administration, and other local stakeholders.
- Facilitate collaborative strategic planning and coordinate stakeholder engagement efforts.
- Lead development of the Report & Recommendations (R&R) for Option B strategies (if selected).
- Facilitate periodic SOAR subgroup meetings to assess local gaps and needs related to treatment, prevention, and intervention.
- Guide preparation and adoption of Board of Commissioner resolutions in alignment with MOA requirements.
- Oversee the management and tracking of the opioid settlement special revenue fund.
- Maintain regular communication with funded vendors to ensure performance monitoring, data reporting, and program integrity.
- Provide technical assistance to county departments and community partners regarding opioid settlement funding and compliance.
- Lead the development and submission of all required state-level reports, including:
- Local Spending Authorization Reports
- Option B Report and Recommendations (if applicable)
- Annual Financial Report
- Annual Impact Report
- Plan and facilitate the required annual public meeting, ensuring participation from municipalities and partners.
- Promote cross-sector collaboration with Community-Based Organizations, Law Enforcement, Behavioral Health Providers, and County Departments.
- Monitor project outcomes and performance metrics; provide regular updates to Health Department leadership, County Administration, and Governing Bodies.
- Research and recommend supplementary funding or grant opportunities to enhance behavioral health and opioid response initiatives.
- Maintain thorough documentation and ensure compliance with applicable local, state, and federal regulations.
- Represent the agency on relevant boards, task forces, or committees focused on behavioral health and substance use.
- Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed, or volunteer. Performs related duties as required.

- Leads collaborative planning with stakeholder input.
- Communicates effectively with diverse audiences including internal staff, county leadership, external vendors, and the public.

- Cultivates cross-sector collaboration to address behavioral health system improvements.
