The Organizational Development Specialist supports the design, coordination, and delivery of employee training and development initiatives across the County. Work is performed under the general supervision of the Organizational Development Manager.

  • Collaborate with departments to assess training and development needs and recommend effective learning solutions aligned with organizational goals.
  • Design, develop, and deliver high-quality training and professional development programs using a variety of methods (in-person, virtual, blended, and e-learning).
  • Provide broad administrative and logistical support to the Organizational Development division to ensure smooth operation of training, onboarding, leadership development initiatives, and special projects.
  • Coordinate and schedule room reservations, dates, times, and calendar invites for participants and instructors.
  • Create and maintain engaging curriculum, presentations, facilitator guides, participant materials, job aids, and other learning resources aligned with organizational branding and adult learning best practices.
  • Facilitate professional development and leadership programs on topics such as leadership, communication, customer service, emotional intelligence, conflict resolution, and team collaboration.
  • Support and administer the performance management system and integrate learning solutions that reinforce performance expectations and organizational values.
  • Support and administer the Learning Management System (LMS), including course creation, tracking, reporting, and user support.
  • Evaluate training effectiveness through data collection, participant feedback, and outcome measures; use findings to continuously improve curriculum and delivery.
  • Stay current on best practices in organizational development, adult learning theory, instructional design, and training technologies.
  • Participate in continuous improvement efforts to enhance the efficiency, quality, and impact of Organizational Development services.
  • Performs assigned functions as a Disaster Ready Team (DRT) member
  • Performs related tasks as required

Working knowledge of organizational development and human resources practices; ability to research, collect, and organize data to support training and development initiatives; ability to prepare and maintain accurate records and reports; and skilled in applying established procedures to coordinate and support OD programs.

Bachelor’s degree in human resources, organizational development, organizational leadership, public administration, or related field; moderate experience in training and development, adult education, or equivalent combination of education and experience.
