Onslow Innovation Lab Manager

Performs complex professional and advanced technical work managing the Onslow Innovation Lab, a strategic division that drives innovation, optimizes technology, transforms services throughout the County, and completes related work as apparent or assigned. Work is performed under the general supervision of the Deputy ITS Director. Leads and executes strategic innovation and technology projects by coordinating with users, implementing and supporting systems and databases, maintaining system performance, scheduling procedures, and managing vendor relationships.

Oversees the development and deployment of enterprise technology solutions.

Identifies departmental needs, communicates technical information, researches technology trends, evaluates environments, and monitors and supports software applications.

Advises and guides cross-functional project teams throughout all phases of system implementation using project management best practices to ensure project success and user adoption.

Designs and manages innovation programs that promote strategic thinking and creativity across departments, advancing County services, processes, and initiatives.

Collaborates with teams to conduct data-driven analyses and build business cases to support innovation strategies, resource allocation, and strategic tradeoffs.

Oversees pilot programs and technology exploration initiatives, including those related to community-focused services, automation, and emerging technologies such as Generative AI.

Evaluates market trends and strategic opportunities to recommend forward-thinking ideas and contribute to the County's position as an innovation leader.

Leads strategic problem-solving efforts by using data-driven models and modern business tools to analyze complex challenges, develop innovative solutions, and drive impactful outcomes across the organization.

Mentors and coaches staff in innovative strategies and practices, enhancing internal innovation capabilities and supporting a culture of continuous improvement.

Continuously assesses and ensures the organization's enterprise systems are used to their fullest capabilities, unlocking untapped value and driving strategic alignment with innovation goals.

Implements and optimizes key organizational technology priorities.

Collaborate with Innovation Lab members to evaluate solution feasibility and lead implementation through user training, change facilitation, and continuous improvement.

Coordinates cybersecurity initiatives including monitoring, incident response, policy enforcement, and user education.

Assists with the operational management of the County's Information technology infrastructure, including data stewardship, network, data center operations, and enterprise cybersecurity.

Tracks and reports on innovation metrics and business impact, delivering clear updates and insights to leadership and stakeholders.

Performs assigned functions as a Disaster Ready Team (DRT) member.

Excellent oral and written communication skills to be able to effectively communicate with individuals at all organizational levels. Detail oriented with strong analytical and problem-solving skills. Strong interpersonal skills for effective interaction with business partners and building relationships with various business units. Logic and reasoning ability to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

Working knowledge of programming and scripting languages such as SQL, Python, and JavaScript to support automation and data analysis efforts. Demonstrated experience with enterprise architecture, system integration, and modern development methodologies. Familiarity with API development, database design, and enterprise software deployment practices. Ability to evaluate, configure, and optimize enterprise platforms including ERPs, document management systems, reporting tools, and AI-based solutions.
