I. Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women advances United Nations System efforts to ensure that women’s rights and other normative commitments on gender equality and women’s empowerment translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building
effective partnerships with civil society and other relevant actors.

Under the Plan of Action to Implement the Joint Declaration on Comprehensive Partnership between ASEAN and the United Nations ) and building on ASEAN and UN Women’s strong and enduring partnership the next phase of ASEAN-UN Women joint work programme will be rolled out in 2026, aligning with the ASEAN Community Vision 2045 and the new ASEAN Strategic Plans. Simultaneously, UN Women’s new Asia and the Pacific Regional Strategic Note for  will be rolled out, focusing on deepening investments in the areas of women’s leadership and good governance systems therein, women’s economic empowerment, ending violence against women and girls, and women, peace, security and humanitarian response, all with climate and statistics as cross cutting areas of support.

In this context, UN Women’s contribution and support to ASEAN will be key in operationalizing the global and regional normative agreements which its Member States have adopted, the UN 2.0 and the UN Secretary-General's Gender Equality Acceleration Plan (GEAP), driving gender-transformative outcomes in Southeast Asia and beyond.

With overall reporting to the UN Women Regional Director for Asia and the Pacific, and day to day reporting to the UN Women Indonesia Country Representative/UN Women Liaison to ASEAN in Jakarta, the Partnership Development and Coordination Specialist ASEAN will be responsible for leading the ASEAN engagement strategy, working in close coordination with the regional thematic leads in the UN Women Regional Office for Asia and the Pacific who oversee all ASEAN-wide programming in cooperation with the UN Women Country Offices in the sub-region.

The UN Women Partnership Development and Coordination Specialist – ASEAN will primarily support identification of potential entry points to elevate partnership with ASEAN and on-going and emerging new areas. S/he will work in close collaboration with ASEAN, the broader UN Women regional and country-based teams across ASEAN in a coordinated manner, the UN ASEAN Dialogue Partners, and civil society, contributing to strong partnerships which support the ASEAN/UN Women program implementation and resource mobilization.

• Advance UN Women’s engagement strategy with ASEAN, including strategic positioning of UN Women’s partnership with ASEAN and ASEAN Member States in the region.
• Provide coordination support to enhance coherence of UN Women’s strategic engagement with ASEAN as well as identify new entry points within the regional and country offices across the region.
• Maintain the critical relationships and partnerships with the ASEAN Secretariat, ASEAN institutions and Member States to advance the gender equality agenda.
• Support UN Women in identifying new and emerging areas to elevate partnerships with the ASEAN Secretariat, ASEAN Centers and Institutions at the regional to open opportunities for strategic collaboration between ASEAN, UN and ASEAN Dialogue Partners in the areas to advance gender equality and gender transformative results.
