Early Childhood Quality Assessment Specialist
Grade 7 Non-Exempt
Reports to:Professional Development Coordinator Pay rate is $20.05 per hour 17-29 hours/week Part time
The Early Education Assessment Specialist is responsible for supporting quality improvement in early childhood education programs by conducting observations, assessments, and mentoring. This position utilizes standardized, evidence‑based assessment tools to evaluate the overall quality of early learning environments. The specialist provides data‑driven feedback to enhance professional practice, support continuous education, and inform program development. This role serves as a community resource to advocate for the importance of quality child care and its impact on children, families, workforce development, and the broader economy.

Specific Duties
- Conduct reliable classroom assessments using standardized, evidence‑based assessment tools to evaluate the overall quality of early learning environments
- Maintain fidelity and inter‑rater reliability for assessment tools through regular calibration and training
- Prepare detailed written reports and data summaries related to site visits and assessments, submitting them promptly and accurately
- Utilize substantial data analysis to develop and customize individualized program plans aimed at improvement or change
- Conduct on‑site visits to center‑based and home‑based child care programs to promote best practices and developmentally appropriate environments
- Coordinate mentoring activities to align with OCFS regulations, assessments, CDA competencies, and trauma‑informed care principles
- Use reflective practice with child care providers to improve program quality and child outcomes
- Provide individualized feedback and facilitate informal learning for providers
- Support implementation of the Child Development Associate (CDA) credentialing program and assist with advisement and certification processes
- Participate in team reflection and collaboration to enhance practices and service delivery
- Maintain up‑to‑date knowledge of early childhood education trends, regulations, and best practices
- Must be highly organized, detail‑oriented and able to multi‑task
- Uphold professional boundaries, confidentiality, and the agency code of ethics
- Maintain accurate documentation and support the maintenance of the Standards of Excellence and Google Docs records
- Communicate, interact, and work effectively and cooperatively with community partners and early childhood programs
- Support additional programs such as the Summer Food Program
- Promote agency mission
- Maintain confidentiality and comply with the code of ethics
- Maintain consistent professional customer service
- Job performance incorporates an integrated service delivery model while promoting self‑sufficiency
- Other duties as designated by supervisor
- Internal: COI Management, Early Care and Education Staff, Child Care Council Team
- External:
Child care providers, Center Directors, Higher Education Professionals, Regional Infant/Toddler Networks, Community Coalitions
- Number of staff supervised: 0
- Track and document outcomes and program effectiveness
- Participate in designated meetings and organizational committees
- Adhere to all policies and procedures
- Gather appropriate documentation and track outcomes
- Participate in organizational committee structures as appropriate
- Participate in organizational and divisional management systems
- Has a Child Development Credential (CDA) or comparable early childhood certification with a minimum of 12 college credits in Early Childhood or Child Development
- Associate’s degree preferred in early childhood education or child development
- Minimum of 4 years’ professional experience working with children
- Knowledge of standardized and evidence‑based assessment tools
- Ability to achieve inter‑rater reliability in assessment tools within 18 months
- Strong interpersonal skills and ability to work with diverse populations
- Strong oral and written communication skills
- Critical thinking and problem‑solving abilities
- Proficiency in PowerPoint, Excel, and Google Docs
- Bilingual (Spanish) preferred
- Ability to lift up to and including 10‑25 pounds of physical effort
- Must be able to work occasional evenings and weekends
- Must maintain a calm and professional demeanor under pressure
- Must be able to provide consistent even‑tempered customer service at all times
- Valid Driver’s license
- Reliable transportation
- Authorized Driver of a COI Vehicle
- Ability to travel throughout the county
- Pre‑employment drug and alcohol testing required
- Works compassionately with a diverse population
- Experience navigating community programs
