Job Description
The CST-BL is responsible for providing comprehensive security support throughout all phases of construction projects, ensuring compliance with ICD 705 and related U.S. Government security standards.
Responsibilities- Offer security expertise to the Site Security Coordinator (SSC) and authority teams for facility completion.
- Supervise field security staff assigned to the CST-BL’s area of operations.
- Train and assist Construction Surveillance Technicians (CST) on construction solutions, security developments, and document version control.
- Conduct periodic security inspections during the project to maintain compliance with the Construction Security Program (CSP).
- Audit, analyze, and interpret IFC construction drawings and specifications to identify technical and physical security vulnerabilities, including those related to ICD 705.
- Investigate anomalies across all 50 construction divisions that pose threats to U.S. Government missions and develop tactical resolutions.
- Manage CST personnel and oversee construction workers to apply counterintelligence surveillance and observation simultaneously.
- Provide advanced technical support for US TOP SECRET Secure Compartmentalized Information Facility (SCIF) operations; address sound attenuation, circuitry isolation, electromagnetic emission, and noise control.
- Assume oversight of Amentum staff and coordinate with the government Site Security Manager during the SSC’s absence to ensure site security.
- In-depth knowledge of ICD 705 construction and related regulatory guidance.
- Continual awareness and application of U.S. Government security policies and directives.
- Expertise in the 50 construction divisions, including mechanical, electrical, plumbing, and structural components.
- Proficiency in technical surveillance techniques, counterintelligence devices, and foreign intelligence threat assessments.
- Experience with telecommunications routing, wiring, splicing, and device mitigation.
- Knowledge of TEMPEST construction principles and ability to recommend countermeasures.
- Capability to draft construction site security plans, accreditation support plans, transport security plans, and pre‑construction checklists.
- Sound testing and evaluation of Stage‑C rated structures.
- Operating X‑ray machines and metal detectors, and producing required health and safety documentation.
- CST Certification course (40 hours) completed within the last five years.
- TS/SCI eligibility.
- Bachelor’s degree with a minimum of four years of specialized experience (CST leadership preferred).
- High School Diploma with a minimum of eight years of specialized experience, including a minimum of nine years of recent CST experience.
- SSM Certification course (20 hours) completed within the last five years.
- Demonstrable knowledge of ICD‑705 and applicable SCIF/SAPF standards, especially for Chapter 4 projects.
- Experience with the German SOFA process and TSCM training and equipment familiarization.
- At least eight years of cumulative employment within the security field.
- Experience configuring ICD‑705 projects in Europe, covering ACF, SCS, and SSA designs.
- Acoustic/sound testing experience.
- Professional communication skills across email, memorandums, and management reports.
