The Regulatory Compliance Officer will support the owner’s and compliance program for a major semiconductor manufacturing facility. This position will manage the complete lifecycle of compliance cases, including identification, documentation, assignment, investigation, corrective action, escalation, resolution, and closeout. This role will serve as a central coordination point between the owner’s Compliance organization, Construction Management, Project Management, Subcontractors, Contracts, Project Controls, Procurement, Legal, Finance, Workforce, and other applicable project stakeholders.

The position is responsible for ensuring that compliance issues are not simply identified, but are assigned to accountable parties, tracked to resolution, supported by appropriate evidence, and formally closed.

Compliance Case Management : Establishandmaintainacentralizedcompliancecasemanagementsystemthatreceives,logs,classifies,prioritizes,assigns,andtrackscompliancecases,maintainscasestatusfrominitialidentificationthroughfinalclosure,definescase‑severityclassificationsandescalationthresholds,monitorsagingandoverduecases,identifiesrecurringissuesandsystemictrends,coordinatescorrective‑action plans,verifiesthatrequiredcorrectiveactionshavebeencompleted,andpreservescompletecasedocumentationandaudittrails.

Compliance: Maintainawarenessofchangestocompliancerequirementsandensureaffectedcasesareappropriatelyupdated,therebysupportingadministrativeandcontractualobligations,workforcerequirements,Davis‑Baconrequirementswhereapplicable,contractor/subcontractorrequirements,reporting obligations,anddocumentationandevidencerequirements.

Contractor Compliance: Ensurecontractorresponsesaredocumented,evaluated,andtrackedthroughclosure,andcoordinatecompliancecasesinvolvinggeneralcontractors,construction managers,subcontractors,suppliers,consultants,andotherproject‑executionpartners.

Reporting: Developdataandrecurringreportingforexecutiveleadershipandotherrelevantstakeholders.

Audit Support: Maintaincaserecordssufficienttosupportinternal,external,andgovernmentaudits.

  Business,Construction Management,Engineering,Compliance,Finance,Legal Studies,orrelateddisciplinepreferred.

• 8+yearsofexperienceincompliance,construction administration,contracts,project controls,quality,risk management,orarelatedfield.

• Experiencemanagingcorrectiveactions,investigations,cases,RFIs,nonconformances,orsimilarissue-management processes.

• Strongdocumentationandorganizationalskills.

• Experienceworkingwithcontractorsandsubcontractors.

• Abilitytomanagemultipleissuesacrossacomplexconstructionprogram.

• Strongwrittenandverbalcommunicationskills.

• Stronganalyticalandproblem-solvingcapability.

• Proficiency with Microsoft Officeandproject /documentmanagementsystems.

• Experiencewithfederallyfundedprograms.

• Federalconstructioncomplianceexperience.

• Davis-Bacon/certifiedpayrollexperience.
