Configuration Control Engineering Manager

SHINE Technologies is seeking a Configuration Control Engineering Manager to own configuration management for the design and construction of a first-of-a-kind nuclear medical isotope production facility. This role ensures the design basis remains internally consistent, that the design basis and licensing basis stay aligned as the design evolves, and that changes flow through disciplined processes from engineering through procurement and construction.

The team, including an Engineering-Procurement-Construction (EPC) coordinator and technical writer reporting to the Configuration Control and Engineering Manager, owns configuration control tools including the master equipment list, the cable and raceway database, and the engineering hold database, and develops new tools as needed. This role reports at a level with significant autonomy; the manager is expected to define the program's scope, build the plan, and execute it with minimal direction.

This is an on-site position at our headquarters in Janesville, Wisconsin.

The base salary range for this position is $123,000 - $150,000 per year plus a comprehensive compensation package. Our salary ranges are determined by role, level, and location.

Duties and Responsibilities of the Configuration Control Engineering Manager

Configuration and Design Control

  • Owns the configuration management program, ensuring the design basis remains internally consistent and traceable to the licensing basis
  • Owns the design change control process, ensuring changes are evaluated for impact on the design and licensing bases and routed to licensing evaluation when required
  • Owns engineering procedures, including development, revision, and alignment with quality assurance program requirements, supported by a dedicated technical writer
  • Owns configuration control tools (master equipment list, cable and raceway database, hold database) and directs development of new tools to support efficient processes
  • Assembles final design packages for facility systems, ensuring completeness, internal consistency, and traceability to the design and licensing bases

Engineering-Procurement-Construction Integration

  • Hires and directs the EPC coordinator; manages the interface between engineering, procurement, and construction, including vendor document review, submittal workflows, and technical hold disposition
  • Oversees tracking, disposition, and trending of nonconformance reports (NCRs), requests for information (RFIs), and field changes; identifies systemic issues and drives resolution
  • Directs as-built reconciliation to ensure the installed configuration matches the design basis
  • Owns system turnover from Engineering to Operations, including turnover package development, as-built record completion, and closure of open items (NCRs, holds, punch list) prior to handoff

Management

  • Independently plans, prioritizes, and executes the program of work; selects, develops, evaluates, and leads the engineers and program owners who execute it
  • Develops and maintains the group budget and schedule, monitoring for early warning signs of slips and reallocating resources to protect milestones
  • Balances department needs against Company objectives

Requirements

  • Bachelor's degree in engineering or related technical field from an accredited institution
  • Eight (8) or more years of engineering experience, including experience in an environment where formal configuration management and design control are required (nuclear, aerospace, or comparable)
  • Three (3) or more years of leadership or management experience
  • Demonstrated ability to work autonomously: identifying what needs to be done, building the plan, and executing without day-to-day direction
  • Demonstrated ability to manage competing priorities and make timely decisions considering effects across facility design and operation
  • Outstanding communication, conflict management, and change management skills

Preferences

  • Familiarity with NRC regulatory framework and nuclear configuration management practices
  • Experience with design and construction of nuclear or other complex industrial facilities
  • Experience with requirements management or engineering database tools
