Logistics Program Coordinator

Emergency Management Program Specialist 2, Camp Murray, WA

This position reports to the Logistics Program Supervisor and is responsible for independently performing professional‑level emergency management support for the development, implementation, and delivery of emergency management services with a focus on logistics and mutual aid.

This is a civilian position and does not require military service affiliation.

Responsibilities
  • Assist in developing statewide emergency plans and procedures for emergency logistics and mutual aid. Contribute, review, evaluate, and coordinate with federal partners, state agencies, and local jurisdictions in developing plans and procedures implementing Federal and State directives for emergency logistics and international, interstate, and intrastate mutual aid.
  • Develop and implement strategies and tactics to accomplish program objectives. Execute outreach strategies and train state agency and local jurisdiction personnel on emergency logistics processes and procedures.
  • Assist with statewide implementation of the Emergency Management Assistance Compact (EMAC) and the Pacific Northwest Emergency Management Arrangement (PNEMA).
  • Perform duties in the State Emergency Operations Center (SEOC) or designated alternate location during response and recovery to national and statewide emergency situations.
Required Qualifications

Two years of experience as an Emergency Management Program Specialist 1; or a bachelor's degree AND two years of professional‑level experience in emergency management, financial management (grants, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning. Additional qualifying experience will substitute, year for year, for the education requirement. A master’s degree or Ph.D. will substitute for one year of the experience requirement.

  • Conducting response operations for organizations of 50 personnel or greater.

Skills and Abilities:

  • Work with people from the public and private sectors and a wide array of local and state agencies in providing professional emergency planning assistance, reviewing local jurisdiction emergency plans, performing qualifying reviews, and providing feedback and recommendations for improvement.
  • Review, evaluate, and coordinate with state agencies and local jurisdictions in developing plans and procedures implementing Federal and State directives for emergency planning and emergency management.
