Our client is seeking a highly experienced Business Continuity & Lead lead the development, implementation, and maintenance of all Business Continuity Plans (BCPs), ensuring compliance with contractual, operational, regulatory, and technical design requirements. The role requires cross-departmental coordination and structured data collection to ensure that Business Impact Analyses (BIAs), contingency planning, and disaster recovery strategies are aligned with operational and system design requirements.

The position acts as the initiator, maintainer, and developer of the Business Continuity framework across the organization.

Key Responsibilities
  • Draft, structure, and maintain Business Continuity Plans in alignment with ISO 22301, regulatory governance requirements, and internal procedures.
  • Coordinate internal departments and partner subcontractors to collect data required for:
    Business Impact Analyses (BIAs), Contingency assessments, Minimum resource requirements, Technological dependencies, Recovery considerations
  • Ensure structured documentation and formal validation of all inputs.
  • Ensure all Business Continuity Plans comply with relevant regulatory guidance and emergency management requirements.
  • Integrate emergency roles, responsibilities, command structures, and notification protocols into continuity documentation.
  • Support coordination with emergency authorities and security stakeholders.
  • Lead and coordinate BIA execution across all operational and technical departments.
  • Collect and validate operational, technical, and contractual elements impacting continuity.
  • Support identification and validation of:
    Recovery Time Objective (RTO), Recovery Point Objective (RPO), Maximum Tolerable Period of Disruption (MTPD), Maximum Acceptable Outage (MAO)
  • Ensure recovery objectives align with system design, redundancy architecture, operational needs, and contractual constraints.
  • Define and coordinate Disaster Recovery (DR) strategies in collaboration with:
    Systems/IT leadership, Partner subcontractors responsible for critical systems
  • Ensure DR strategies align with BIA targets, system architecture, redundancy logic, and operational requirements.
  • Verify that continuity capabilities for critical operational systems (e.g., traffic control, signaling, telecom, fare collection, maintenance systems) meet technical and operational resilience requirements.
  • Ensure alignment with national cybersecurity and emergency response standards.
  • Participate in the design and execution of annual internal and external exercises in line with regulatory requirements.
  • Contribute to tabletop exercises, contingency drills, and emergency simulations.
  • Provide continuity inputs for exercise scenarios, including:
    Minimum operating requirements, Fallback processes, Cross-departmental coordination
  • Ensure timely updates and improvements based on lessons learned.
Qualifications
  • Bachelor’s degree in Engineering, Risk Management, Operations, Safety, Security, or a related field.
  • ISO 22301, Business Continuity Management (BCM), or IT/Disaster Recovery certification preferred.
  • Minimum 5+ years’ experience in Business Continuity, Emergency Planning, Disaster Recovery, or operations within critical infrastructure.
  • Experience working in regulated operational environments.
  • Experience coordinating multiple stakeholders and subcontractors.
  • Desirable:
    Experience in railway infrastructure or transportation systems.
Technical Knowledge
  • Business Continuity frameworks (BCMS)
  • BCP development and governance
  • Business Impact Analysis (BIA)
  • Continuity metrics: RTO, RPO, MTPD, MAO
  • Understanding of critical operational systems (control centers, signaling, telecom, maintenance systems)
  • Awareness of cybersecurity and emergency regulatory requirements
