About the RoleThe PMS & L&D Specialist will play a vital role in executing key Talent & OD activities including Performance Management, Training Needs Analysis, Job Analysis, Career Development planning, ROI measurement, and internal capability building. This position supports all departments at APSCO and ensures that employees are equipped with the right skills aligned to business goals.
Responsibilities- Support the PMS cycle: evaluation, calibration, distribution & consolidation of reports
- Review Year-End appraisal results and extract development needs
- Prepare and support career development plans for employees across APSCO
- Conduct Training Needs Analysis (TNA), develop corporate training plans & Skill Bank
- Create, review, and update Job Description s using job analysis tools (task & competency-based)
- Coordinate training nominations, attendance, and cost tracking through JISR
- Evaluate training effectiveness and measure ROI using Kirkpatrick methodology
- Develop L&D dashboards, training databases, and periodic reports
- Work with assessment centers, consultants, and training vendors to deliver initiatives
- Promote a strong learning culture and support internal knowledge-sharing
Bachelor's degree in HR, MIS, Business Administration, or related field
Preferred certifications: CIPD L3, SHRM-CP, ATD, Train-the-Trainer or CIPD L5 People Management
Required Skills- 3-5 years' experience in Performance Management / L&D / Talent Development
- Strong knowledge of Job analysis and JD development
- TNA, Skill Bank, Training Matrix
- PMS tools, methods & reporting
- ROI measurement (Kirkpatrick's Four Levels)
- LMS and e-learning platforms (Linked In Learning, Coursera, HADAF, Doroob, Manar)
- Vendor coordination & budgeting
- Facilitation & Communication
- Stakeholder Coordination
- Creativity & Learning Agility
- Project Management
Office-based with occasional field visits to training providers and assessment centers.
