The Missouri Army National Guard’s (MOARNG) Environmental Compliance Program is responsible for environmental compliance at all MOARNG sites throughout Missouri. This position primarily manages the Clean Water Act (CWA) Program. You will interact with a wide range of personnel from State and Federal regulatory agencies, as well as MOARNG personnel throughout the State. Job Location

This position will be located at the Ike Skelton Training Site, Environmental Management Office, 6819B North Boundary Road, Jefferson City, Missouri 65101

  • Ensure compliance with laws and regulations stemming from the CWA.
  • Understand and apply requirements of National Pollutant Discharge Elimination System (NPDES) Permits held by the MOARNG, including stormwater and wastewater permits.
  • Review and revise current Storm Water Pollution Prevention Plans (SWPPP) to incorporate best management practices into the daily activities of permitted facilities and develop new SWPPPs when needed.
  • Develop bid packets and request quotes from vendors to perform required stormwater/wastewater monitoring. Review vendor submittals, make award recommendations, and ensure the vendor is adhering to the contract throughout the project.
  • Review stormwater/wastewater analyses and submit results via the eDMR system.
  • Oversee current Spill, Prevention, Control, and Countermeasure (SPCC) Plans and update plans when changes occur.
  • Work in conjunction with the Army Corps of Engineers to determine if MOARNG projects will require the use of Nationwide Permits.
  • Prepare documentation (reports, correspondence, photographs, and forms) that is timely and accurate.
  • Assist the compliance team in developing agency environmental policy and procedures.
  • Assist the compliance team with inspections, assessments, and project reviews related to the CWA Program. Anticipate situations that may require permits, plans, or authorization from regulators.
  • Coordinate/communicate with internal sections, programs, and MOARNG unit personnel as well as external state and federal agencies.
Minimum Qualifications
  • Bachelor's Degree in a field related to Environmental Science and 1-4 years of relevant experience (Substitutions may be allowed.)
  • Possess a valid driver’s license
  • Flexibility to work indoors or outdoors in various weather conditions
  • Ability to travel to and from different areas of the State when needed
  • Environmental Program Assistant:
    Bachelor's Degree in a field related to Environmental Science and 0-1 years of relevant experience (Substitutions may be allowed.)
  • Environmental Program Analyst:
    Bachelor's Degree in a field related to Environmental Science and 2-4 years of relevant experience (Substitutions may be allowed.)
  • Environmental Program Specialist:
    Bachelor's Degree in a field related to Environmental Science and 4-6 years of relevant experience (Substitutions may be allowed.)
Preferred Qualifications
  • Ability to comprehend, interpret, and apply laws, policies, guidance, procedures, plans, and reports
  • Knowledge of chemistry and hazardous materials handling
  • Knowledge of military operations, rank structure, and military terminology
