The Missouri Public Service Commission (PSC) is seeking to fill a Senior Project Manager position in the Engineering Analysis Department of the Industry Analysis Division in Jefferson City.

We ensure that Missourians receive safe and reliable utility services at just, reasonable and affordable rates. The Engineering Analysis Department calculates jurisdictional allocation factors and system loss factor, reviews and provides technical support on loss studies and construction audits of plant additions;

performs production cost model runs; performs depreciation studies; participates and provides technical support in electric, gas, water and steam cases; participates and provides technical support in sales of facilities, certificate of convenience and necessity cases, territorial agreements, tariff change cases, and rule makings; participates and provides technical support on formal and informal complaints; reviews and reports on Renewable Energy Standard reports and plans;

reviews vegetation management reports; receives information, investigates and reports on electric incidents.

What you’ll do
  • Review and analysis of complex utility projects affecting rates used to charge utility customers, and ensuring that those customers receive safe and adequate service.
  • Consult and advise others on project management best practices as they apply to complex utility projects.
  • Serve as part of an interdisciplinary team to provide oversight and policy development for integration of emerging technologies into current grid planning and related policies.
  • Gain knowledge of the utility industry in areas such as depreciation, project management and/or production cost modeling.
  • Understand and interpret federal and state regulations as applicable to projects.
  • Develop and implement methods for monitoring utility project expenditures relating to prudence of business activity and options such as capital projects, acquisitions, and alternatives.
  • Prepare and present testimony in PSC hearings on associated issues and utility rates.
  • Assist in formulating research strategies and selecting and applying the appropriate analytical methods or computer models to provide high quality information to decision makers.
  • Coordinate technical aspects of rate cases before the Commission in the role of case coordinator, negotiate with utility representatives and interveners, and provide input and testify on issues as an expert witness.
  • Obtain a high level of both verbal and written communication skills and the ability to explain and interpret the results of complex technical information to both technical and non-technical audiences.
  • Position may require occasional in- and out-of-state travel.
