The City of Jefferson is accepting applications for a Civil Engineer I or II
, preferably a Civil Engineer II for the Public Works Department. This position utilizes knowledge of Civil Engineering standards and practices to plan design, review, and manage the planning and construction of capital improvement projects related to wastewater treatment, sanitary sewer collection, storm water, and street projects. Prepares responses to citizen inquiries and provides technical assistance to other city departments and outside consultants ensuring consistent adherence to all relevant City, State and Federal codes and engineering standards.
Designs and develops detailed drawings; prepares project plans, specifications, cost and quantity estimates; prepares quit claim deeds, easements, and tax bills required by Public Works projects.
Utilizes technical expertise to plan, design, and prioritize wastewater treatment, sanitary sewer, street, storm water, and other public and private construction projects. Develops proposals, cost estimates, schedules, and necessary documents to prepare a project for bid and award a contract to a qualified contractor. Provides plan review for consultant prepared plans for capital improvement projects. Develops technical specifications for material and equipment ensuring work is completed in a safe and professional manner, and is compliant with City, State and Federal codes and engineering standards.
Assists the City in right of way and easement acquisitions to complete capital improvement projects. Holds public, pre-bid, pre-construction, and utility coordination meetings relevant to specific projects. Provides coordination assistance between consultants, contractors and utility companies before and during the planning, design and construction phases of the project.
Develops change orders to contracts and provides assistance in the processing of pay estimates to the contractor. Identifies potential construction problems during the planning, design and construction phases to prevent costly changes. Makes routine site visits to inspect work in progress by contractors and assist in assuring design plans are executed accurately, complying with City ordinances and accepted engineering practices.
Maintains archive records of city wastewater treatment facility, sewer collection lines, streets, project files, and related records to provide accurate information to consultants, contractors and general public when necessary for project planning activities.
Responds to citizen inquiries, investigates concerns, makes presentations, answers questions providing analysis, recommends solutions and presents the City's position in a timely, clear and concise manner.
Advises and provides technical assistance to city departments and agencies. Conducts research to make educated and factual recommendations.
Physical:
Ability to withstand extreme weather conditions; traverse rough terrain on construction sites, while working near creeks, ditches, manholes, culverts, storm drains, and traffic on City streets. Ability to operate computers, plotters, printers, and scanners and, ability to sit for extended periods.
Mental:
Ability to retain and recall large amounts of technical information and effectively communicate with the public and department personnel and other City departments.
Requires an accredited Bachelors' degree in Civil Engineering or closely related field, the ability to use AutoCAD drafting software to prepare engineering drawings, three year's experience in a related field and a possession of a Missouri Professional Engineering License within one year of hire. Requires knowledge of word processing and spreadsheet layout programs. A valid Missouri Driver's License is required.
