This position will be located at 1730

E. Elm Street, Jefferson City, MO

, typically from the hours of 8am to 5pm.

  • This is an independent and advanced professional engineering position responsible for Resource Conservation and Recovery Act (RCRA) permitting. Experience with both subtitle-C and subtitle-D permitting is preferred.
  • Provides technical, administrative and policy oversight/direction and review of work products for Missouri’s laws and regulations pertaining to hazardous and solid waste facility operating permits, permit modifications, corrective action, and groundwater issues including the application of engineering principles and practices in these areas.
  • Assists in development, negotiation, and management of elements of State/United States Environmental Protection Agency (EPA) agreements/work plans and participates in EPA program reviews for continued federal grant funding of hazardous waste activities. Oversees, monitors, and ensures implementation of staff project activities that are cost recoverable under the state hazardous waste law and regulations.
  • Provides internal review, guidance, and consultation to staff on specific projects to ensure compliance with applicable regulations; conformance with engineering principles and practices; adherence to division, departmental and EPA technical and administrative requirements and policies, and tracking of project progress in relation to achievement of Section and EPA‑negotiated goals.
  • Provides external guidance and consultation to environmental professionals, government officials, and the general public on hazardous and solid waste permitting, corrective action, groundwater, and hazardous and solid waste management activities.
  • Participates in training and technical conferences to remain current on engineering practices, innovative treatment technologies, and effectively communicate this information to other department engineers and engineering consultants.
  • Develops and maintains an extensive working knowledge of federal, state and local regulations, technical principles and/or practices applicable to assigned projects and area of expertise, including the permitting process and the sampling and analysis of environmental media, groundwater monitoring programs at solid and hazardous waste management facilities, and fate and transport of contaminants in the environment.
  • Statewide travel for periods up to one week may be required.
  • Licensure as a Professional Engineer in the State of Missouri
  • A bachelor’s degree in an engineering discipline from an ABET accredited program and 6 or more years of engineering experience.
  • This position is required to obtain and maintain a valid driver’s license.

  • Environmental Engineering:
    Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources; and to monitor, control, abate, and prevent pollutants.
  • Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
