- Analyzes and reviews functions, activities and quality improvement processes related to member eligibility and enrollment that result in billing and collection of premiums and over payments, primarily related to public entity business.
- Analyzes financial transactions related to rates, premiums, claims, and administrative fees associated primarily related to public entities.
- Provides support and reviews any new public entity accounts by providing any general information in regard to the plan, benefits and billing, collections, and accounting processes.
- Responds to plan members, employees, payroll/personnel representatives, MCHCP vendors, government entities, and internal staff regarding billing, eligibility, and other related topics.
- Collaborates with operations, claims, and eligibilities to resolve discrepancies and ensure financial accuracy.
- Assists internal auditor in conducting periodic audits to ensure that subscribers are the actual individual receiving services (versus non‑subscribers) to prevent misuse of funds.
- Supports audits and assist with interviews with members to resolve claims of fraud; follows-through on developed procedures for handling fraud, including but not limited to funds recovery.
- Conducts ongoing reviews of various reports that have potentially fraudulent transactions to ensure that members are not receiving services after term dates, follow‑up as appropriate.
- Investigates suspicious or questionable member eligibility issues; handles phone calls on fraud issues from internal and external sources; performs follow‑up and documentation.
- Assists with monthly PE electronic premium billing for selected ACH groups and initiates banking transactions.
- Assists and reviews all public entity checks received by MCHCP eligibility and amounts owed by MCHCP subscribers.
- Assists in all functions for the public entity billing process including billing, collection, review of accounts and billing inquiries, correspondence, and delinquencies within the accounts receivable module.
- Prepares public entity Excel spreadsheets to clarify any public entity billing problems or in how changes in member status affect the billing process.
Four or more years of professional experience with demonstrated knowledge in the business practices and principles of accounting or related field. This can be obtained through work experience or through completion of a bachelor’s degree in finance, Accounting, Business Administration, or a closely related field.
