Healthier Communities Together (HCT) is a statewide non‑profit organization jointly led and operated by the Missouri Behavioral Health Council (MBHC), Missouri Primary Care Association (MPCA), and Missouri Hospital Association (MHA). The Fiscal & Grants Manager will be employed by MBHC and report directly to MBHC’s Executive Vice President of Finance & Administration. In this role, the position ensures strong alignment with HCT’s mission, priorities, and deliverables while supporting the collaborative work of all three partner organizations with a focus on the Rural Heath Transformation Project (RHTP).

Healthier Communities Together (HCT) is seeking a Fiscal & Grants Manager to support the Rural Health Transformation Project. This role ensures strong financial stewardship, federal grant compliance, and effective management of procurement, contracts, and subgrants.

Key Responsibilities
  • Ensure compliance with federal grant rules (2 CFR Part 200).
  • Maintain documentation and internal controls required for federal awards, including allowable costs, time and effort reporting, procurement standards, and subrecipient monitoring.
  • Lead procurement and manage contracts and subgrant agreements.
  • Develop and maintain grant compliance checklists, workflows, and monitoring tools.
  • Prepare for and support federal or state monitoring visits, audits, and financial reviews.
  • Track and interpret updates to federal fiscal and grant requirements and advise leadership on implications.
  • Oversee subrecipient monitoring, invoicing, and reporting.
  • Review and approve sub‑grantee invoices, financial reports, and reimbursement requests.
  • Support budgeting, financial planning, and federal reporting (e.g., SF‑425).
  • Manage federal accounting, drawdowns, and audit support.
  • Collaborate with program teams and communicate financial expectations.
Qualifications Required
  • Bachelor’s in accounting, finance, public administration, or related field.
  • 3–5 years in grant management or nonprofit/government finance.
  • Knowledge of federal grant compliance and budgeting.
Preferred
  • Master’s degree or certifications (CPA, CGFM, GPC).
