The program is currently undergoing a critical replanning and restructuring phase to ensure its long-term success and to deliver a unified, efficient platform for all three branches of government.

Job Location: Jefferson City, MO

The State of Missouri is seeking a Financial Comptroller and Contractor Compliance Officer to serve as the senior financial leader and contractor liaison for the MOVERS program. Reporting directly to the MOVERS Program Executive, the Financial Comptroller acts as the primary financial manager accountable to program leadership, providing forward‑looking analysis, forecasting, and recommendations to support executive decision‑making for a large‑scale statewide Enterprise Resource Planning (ERP) implementation.

The Financial Comptroller leads financial planning, budget development, financial oversight of contracts, and financial risk management for the program, ensuring alignment with approved funding, state fiscal requirements, and enterprise program objectives. The Financial Comptroller also collaborates closely with the key financial and budget executives across the state to ensure accuracy and transparency in project financial reporting. Additionally, the Financial Comptroller will be responsible for overseeing the management of relations with external project vendors.

This role serves as the definitive enforcement authority over vendor contracts, ensuring strict compliance and deliverable quality prior to the authorization of state funds.

The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

Contract & Vendor Financial Oversight
  • Lead financial oversight of vendor contracts, ensuring financial terms, invoicing, and expenditures strictly align with contractual obligations, program objectives, and approved funding.
  • Act as the program’s primary enforcement authority over vendors, driving a rigorous and fair approval process to ensure the State is paying for valuable work as required in the contractor.
  • Directly review vendor deliverables to ensure they are up to standard before any funds are released.
  • Evaluate contract modifications, amendments, or financial strategies to support program delivery while maintaining strict fiscal discipline.
  • Continuously assess financial risk, cost controls, and value realization across all vendor engagements on the project.
Budget Leadership & Financial Planning
  • Lead development, maintenance, and refinement of the MOVERS program budget across fiscal years, in coordination with the Office of Administration and program leadership.
  • Establish and maintain multi‑year, scenario‑based forecasts, analyses, and variance assessments to identify emerging financial risks and opportunities.
  • Provide early identification and escalation of budget risks, funding pressures, or deviations, along with recommended mitigation strategies.
  • Assess and communicate the financial implications of program decisions, including changes to scope, sequencing, vendor strategies, or delivery approaches.
  • Support executive leadership in balancing fiscal constraints with program objectives, risks, and long‑term public value.
Financial Reporting & Performance Management
  • Lead executive‑level financial reporting for the program, including preparation and presentation of financial status, forecasts, and risks to the Program Director, Program Executive, Executive Steering Committee, and state leadership.
  • Oversee financial reporting and controls supporting ERP implementation governance, including reporting tied to system milestones, module deployments, and statewide rollout phases.
