The Missouri State Emergency Management Agency has responsibility for coordinating disaster response and recovery operations across Missouri – responding to everything from tornadoes and flooding to ice storms to the coronavirus pandemic. SEMA operates the State Emergency Operations Center and provides training and grants to strengthen Missouri’s resilience against natural disasters.

This position provides senior-level planning, policy development and program implementation for the Preparedness Division within the State Emergency Management Agency. Work at this level requires thorough knowledge of project, program, public health preparedness and response and emergency management plan development best practices, state and federal regulations and laws, and the ability to address planning program-related issues. The position will work closely with internal and external partners on the local, state and federal levels.
Activities are collaboratively developed and implemented with local public health agencies, preparedness partners, the Missouri Department of Health and Senior Services, as well as other partner agencies. This position includes day-to-day public health preparedness and emergency management planning, operations, training and exercising.
- Serve as the state’s lead planner for Mass Fatality planning, working closely with the Missouri Mortuary Operational Response Team (MOMORT) to increase and maintain team preparedness through training and exercises. Create Public Health Emergency Preparedness (PHEP) work plan activities as assigned that adhere to CDC guidelines for capability tasks and priorities.
- Assist Local Public Health Agencies (LPHAs) with developing appropriate work plan activities.
- Provides planning support to LPHAs through regular meeting attendance and period reviews.
- Work closely with Missouri Department of Public Safety, Missouri State Highway Patrol, Missouri Information Analysis Center, Department of Health and Senior Services, and Department of Mental Health to facilitate mass fatality and mass violence planning and operations, including post-incident Victim Information Centers and Family Assistance Centers.
- Provide updates for the State Emergency Operations Plan (SEOP), DHSS Pandemic Influenza Plan, the Victim Information Center (VIC) Plan, and other planning initiatives as assigned. Serve as a member of the agency’s Planning Section team during disasters and emergencies.
- Serve as a part of SEMA’s Planning unit which is responsible for updating, developing and managing state integrated and multi-disciplanary emergency preparedness and response planning efforts.

- Strong verbal, written, grammatical, organizational, research, and problem‑solving skills.
- Ability to analyze and review workflows and processes, prepare findings, and make recommendations.
- Comprehensive knowledge of emergency management plan development and process.
- Knowledge of federal and state laws, rules, regulations, policies, and procedures applicable to local, regional and state all‑hazard and event specific disaster plans.
- Demonstrated ability to develop and implement programs and complex assignments.
- Demonstrated ability of successful work with cross‑departmental teams.
- Experience writing program goals and objectives and tracking and reporting on success.
- Experience developing, writing, implementing, assessing, and updating disaster‑related plans and procedures.
- Experience facilitating and leading meetings.
- Ability to plan and participate in drills, exercises, and training events.
- Knowledge of the different types of private, volunteer, public health, and governmental emergency preparedness, response, and recovery programs and their purpose.
- Ability to work overtime or unusual working hours during an emergency event.
- Excellent skills using Microsoft Office 365, Adobe Acrobat, and related programs.
