Program Specialist

Job Location: This position will be located at 920 Wildwood Drive, Jefferson City, MO 65109.

The Division of Cannabis Regulation (DCR) is seeking a seasoned, skilled and forward thinking Program Specialist to join DCR's Program Development Unit. This role will help shape the division's future by the creation of organizational standards, guidance documents, and training materials. Additionally, this role assists with website development and maintenance, and coordinates priorities outlined in the strategic plan.

The Program Specialist will be part of a high-performing team driving innovation, collaborating across DCR to modernize practices, streamline processes, and strengthen organizational excellence.

The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

• Develop expertise in the provisions set forth in Article XIV and 19 CSR 100-1 specific to activities under the Division's authority
• Develop written program guidance, including FAQs, technical assistance documents, and topic-specific guides related to the Division’s regulatory authority.
• Create, manage, and track Standard Operating Procedures (SOPs), reviewing and suggesting changes to ensure consistency across processes and procedures.
• Provide comprehensive support for ongoing program and policy implementation needs.
• Develop and maintain accessible website content for the division.
• Implement process improvements to enhance efficiency, accuracy, consistency, and sustainability.
• Suggest SMART goals for activities to measure progress.

• A Bachelor’s degree from an accredited college or university (substitutions may be allowed).
• One (1) to three (3) years of relevant experience.
• Ability to work in a fast paced environment with many competing priorities.
• Ability to take adminstrative guidance and direction and complete projects and tasks with oversight.
• Ability to identify effective solutions and strategies.
• Ability to create high-quality written and visual content.
• Ability to coordinate and manage cross-divisional projects.
• Ability to clearly and effectively communicate verbally and in writing.
• Ability to adapt to constant program development, change and improvement.
• Ability to use the Microsoft Office Suite proficiently and quickly learn specialized systems.
