Systems Administration Specialist – Administration Division

Harry S. Truman Building – 301 W. High Street, Jefferson City, MO

Annual Salary: $70,500–$75,500 (based upon credentials)

The salary indicated represents a base pay rate. If the individual selected is eligible for a pay differential (e.g., years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

This is a temporary, full‑time, benefit‑eligible position that could end as early as December 2029.

Authorization to work in the United States is a prerequisite of employment.

The Department of Economic Development (DED) will not sponsor applicants for work visas.

Why You’ll Love This Position:

DED is building a modern, cloud‑based system to bring together more than 65 programs currently supported by 150 separate data sets stored across tools like Outlook, Excel, Word, Submittable, Salesforce, Asana, Hub Spot, and aging custom systems. These programs rely heavily on accurate, accessible data to serve Missouri’s businesses and communities.

In this role, you will help modernize how DED administers tax incentive and grant programs by:

  • Automating manual processes to reduce administrative burden.
  • Identifying redundant practices across programs to improve efficiency.
  • Ensuring compliance with federal and state regulations.
  • Enabling quick setup of new programs and program changes.

You’ll join #TeamDED, an energetic, mission‑driven environment focused on supporting businesses, strengthening communities, developing Missouri’s workforce, and enhancing quality of life.

As the Systems Administration Specialist, you will play a key technical role in modernizing DED’s tax incentive and grants administration systems. You will focus on system accuracy, process improvement, user support, and strong data governance. In this role, you will:

  • Manage the system ticketing and intake process, including prioritizing requests, coordinating with technical and program staff, and tracking issues and enhancements through completion.
  • Troubleshoot and resolve system issues to ensure data accuracy, system stability, and consistent performance across environments.
  • Configure and optimize cloud‑based tools, building and updating custom objects, fields, templates, flows, page layouts, and managing change sets across Development, UAT, and Production.
  • Develop clear system documentation, including SOPs, user guides, process maps, and functional requirements.
  • Provide user support and training, helping staff understand system updates, new functionality, and best practices.
  • Build and maintain reports, dashboards, and KPIs that support data‑driven decision‑making.
  • Implement and maintain data governance practices, monitoring data quality, identifying issues, and executing corrective actions.
  • Support data migration efforts, including reviewing historical data, defining migration requirements, and coordinating with internal teams and vendors.
  • Assess and document system needs for new or evolving programs, developing data dictionaries, crosswalks, and process flows to guide system design.
Minimum Qualifications
  • Administrator or developer experience and certification from Microsoft Dynamics 365, AWS, Salesforce, Hub Spot, Service Now, or other major enterprise software/cloud vendors.
  • Six or more years of relevant experience, which may include education such as a Bachelor’s degree in CIS, CIM, or a related field.
  • Attention to detail.

Lack of post‑secondary education will not be the sole basis for denial.

Preferred Knowledge, Skills, and Abilities
  • Experience configuring and optimizing cloud‑based systems, including building objects, fields, workflows, and managing deployment processes.
  • Experience writing clear technical documentation (SOPs, user guides, process maps, functional requirements).
  • Ability to quickly understand and analyze complex business processes and translate them into system requirements.
  • Ability to communicate system structure, design decisions, and technical concepts to both technical and non‑technical stakeholders.
  • Experience building and maintaining reports, dashboards, and KPIs.
