The Office of Workforce and Community Initiatives (OWCI) is seeking candidates to fill an Assistant Deputy Director over Operations located in Cole County, based at 3705 MO Blvd 2nd Floor, Jefferson City, MO.
Travel is required.
The essential duties and responsibilities include, but are not limited to: direct and indirect supervision of staff within the programs, providing management and leadership:
- Manage the Operations team in OWCI and oversee data, performance monitoring, and trainings for OWCI programs and contracts.
- Oversee the development of comprehensive training for more than 20 DSS programs, ensuring operational success and compliance. The training team provides professional and personal development opportunities through courses such as Bridges Out of Poverty, Workplace Stability, Growth Mindset, and Self-Care. The training team works collaboratively with program staff to determine the development of additional trainings necessary to ensure compliance with contractual agreements.
The training team evaluates existing provider trainings for staff, providers, and stakeholders designed to improve performance, address existing gaps, and enhance the development of skills. - Oversee the data team which provides data for 40-50 programs in the program books, all of which have four (4) data measures. The data team completes, oversees, and/or assists with federal data reports for multi-million dollar programs, and assists with any corrections prior to submission. The data team produces data (i.e. wage increases and benefit decreases) with complicated data sets that are internally coded.
The data team develops and implements Program Outcome Dashboards which aggregates data from multiple sources into one, unified view. - Oversee the programmatic monitoring of over 500 contracts which are monitored based on risk assessments, and the monitoring includes file reviews, employer interviews (if applicable), staff interviews, organizational strengths, opportunities for improvement, and findings. The monitoring can result in organizations being placed on a Corrective Action Plan, may be provided to organizations that request them through a Sunshine Request, may be provided to the federal government, and can be used for legislative inquiries.
- Provide staff guidance on contractual requirements through Performance Monitoring oversight identifying trends, inefficiencies, and continuous process improvement.
- Coordinate with leadership on any proposed changes that might impact OWCI staff with the interpretation and application of policy and potential legislative changes.
- Review any impending federal or state legislation and prepare the impacts to processes, eligibility, and systems for both citizens and the Department for review by leadership.
- Make recommendations for programmatic updates allowable within the federal and state laws based on changes by other states, legislative changes, etc.
- All other supervisory duties as required by the Department.
Bachelor’s Degree, 5-7 years of professional experience with 2 years in a supervisory role; OR a minimum of 9 years of professional experience.
Preferred Qualifications- Experience in technology including developing dashboards, analyzing complex data, and producing public‑facing documents with data.
- Experience in contract monitoring.
- Experience in developing training curriculum and delivering training on a regular schedule.
- Exercises independence in problem solving.
- Skills in oral and written communication.
- Grant and contract management.
- Community involvement and partnership development.
- Staff supervision.
