Job DutiesThe City of Jersey City is seeking a supervising Traffic Engineer to bring expertise to the Division of Traffic Engineering’s team of engineering and planning professionals responsible for ensuring the safe and efficient travel of the public.
Job Duties:
- Serves as a technical advisor in traffic matters.
- Represents the Division at meetings involving local and state government.
- Performs, supervises, and directs work involved in the collection, recording, and analysis of data related to traffic crashes, investigation of their causes, and preventative measures.
- Studies traffic problems and makes recommendations to improve traffic flow
- Corresponds directly with the public, including formal presentations.
- Determines the need for and use of traffic regulations and traffic control devices.
- Design intersections, roadways, and traffic signals.
- Manages grant programs (including, but not limited to, writing grant applications, developing and managing budgets, and performing other administrative tasks).
- Manages roadway permitting (including, but not limited to, developing and managing procedures, supervising staff, and performing field work).
- Trains and supervises field and office staff.
- Creates documents, summaries, reports, and other presentation materials.

NOTE:
Possession of a Professional Engineer’s License issued by the State of New Jersey may be substituted for the above education requirement.
- Excellent organizational skills, attention to detail, and time management.
- Ability to collaborate with and manage multiple consultants, stakeholders, and partners.
- Proficient in preparing correspondence.
- Ability to read and interpret plans, maps, and specifications.
- Ability to prepare formal transportation plans, i.e., traffic signing and pavement marking design plans.
- Oversee and perform traffic data collection.
- Strong proficiency in traffic analysis and modeling using software such as HCS, Synchro, or Visio.
- Strong proficiency in Computer Aided Design (CAD) (i.e., AutoCAD, Micro Station).
- Knowledge of and experience with applying concepts from the Manual on Uniform Traffic Control Devices, AASHTO Green Book, and NACTO design guides.
- Strong proficiency in Microsoft Office.
Required
Education: - Graduation from an accredited college or university with a bachelor’s degree in civil engineering.
- Three (3) to six (6) years of professional experience in traffic engineering work, two (2) of which shall have been in a supervisory capacity.
NOTE:
Possession of a master’s degree in civil engineering from an accredited college or university may be substituted for one (1) year of nonsupervisory experience.
- Engineer-in-Training (EIT) certificate.
- Appointees will be required to possess a valid driver’s license in New Jersey.
Applicant shall have a Professional Engineering license from the State of New Jersey or must be on track to acquire within two (2) years.
