Job Summary:

Under direct supervision, learns to enter and process personnel and payroll transactions. Compiles and files employment reports. Searches files and furnishes information to authorized persons.

Specific Duties

Under general supervision, processes personnel and/or position actions and resolves related problems. Provides information to agency staff regarding transactions or other routine personnel issues. May process payroll information, distribute pay checks, perform benefits enrollments and/or claims processing, maintain agency leave record, or perform other routine personnel or clerical functions.

Minimum Qualifications State Entry Qualifications
  • High school diploma/GED and six (6) months of work experience.

An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

  • Six months of full‑time clerical level experience with primary responsibility for processing at least one personnel function (e.g., payroll, transactions, benefits, workers compensation).
  • Committed to providing quality customer service.
  • Ability to work and communicate with managers, coworkers, and external personnel in a professional, cooperative manner.
  • Ability to make sound and well‑informed decisions.
  • Ability to develop new, effective methods and procedures where existing methods and procedures are inapplicable or are unavailable.
  • Demonstrates strong problem‑solving skills; identifies and analyzes problems; gathers, interprets and evaluates information to determine its accuracy and relevance.
  • Demonstrated ability to handle/process confidential information.
  • Ability to effectively manage own priorities setting well‑defined and realistic personal goals.
  • Ability utilizing basic computer applications such as word processing, spreadsheet, and/or database management programs.
  • Displays a high level of commitment toward work and a high standard of ethical conduct.

Preferred Qualifications
  • Work experience in a personnel function such as timekeeping, payroll, benefits.
  • Familiarity with Human Resources transactions.
  • Proficiency in working with software applications such as Microsoft Office Suite.
  • Knowledge of a time/leave keeping system.
  • Knowledge of People Soft System for Human Resources.

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection. In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), People Soft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.

Employment Standing

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date);
Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall e‑Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action;

however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.

Salary and Promotion

Upon promotion, the selected candidate will receive 10% or the GDOT job specific minimum salary, whichever is greater.
