RN Nurse, Healthcare Nursing
The ED Nurse assesses the patient by collecting pertinent data or information, including triage based on the five-level system to prioritize patients requiring immediate care. The RN identifies expected outcomes to develop individualized plans, implements those plans (including care coordination, health teaching, and promotion), evaluates progress toward goals and adjusts the plan as necessary.
Basic Requirements- English Language Proficiency – In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless proficient in basic written and spoken English.
- Graduate of a school of professional nursing – Approved by an accredited agency (ACEN or CCNE) or a master's level bridge program with coursework equivalent to a bachelor's degree in nursing, with state licensure before appointment. Foreign graduates may be accepted with a current, full, active, and unrestricted registration or validated equivalency (e.g., ICD).
- Current, full, active, and unrestricted registration as a professional nurse in a U.S. state, territory, Commonwealth, or District of Columbia. (A Graduate Nurse Technician may be appointed on a temporary basis while pursuing licensure.)
NOTE: Grandfathering Provision – All persons currently employed in VHA in 0610 series and performing as described on 1/29/2024 are considered to have met all qualification requirements.
Grade Determinations- Nurse I, Level I – Scope:
Delivers fundamental, knowledge-based care;
Education:
Associate Degree in Nursing (ADN) or Diploma. - Nurse I, Level II – Scope:
Integrates biopsychosocial concepts and technical skills for basic or complex care;
Education:
ADN or Diploma with 1 year of experience or B.S. Nursing. - Nurse I, Level III – Scope:
Proficient practice with deliberate planning;
Education:
ADN/Diploma with 2 years of experience, B.S. Nursing with 1 year experience, Master’s degree with no additional experience, or Master’s in a related field with B.S. Nursing. - Nurse II – Scope:
Leads and improves holistic care;
Education:
B.S. Nursing with 2 years of experience, Master’s with 1 year experience, related master’s with B.S. Nursing and 1 year experience, or doctoral degree (nursing or related field) with no additional experience. - Nurse III – Scope:
Manages complex client care beyond immediate practice;
Education:
Master’s with 2 years of specialized experience (including equivalence to Nurse II), or equivalent doctoral or related degree with requisite experience.
*Foreign education programs/degrees are not creditable as related degrees.

Preferred Experience- Two years of ER experience at bedside within the last 12 months.
The population served ranges from ages 18 to 65 and older. This position requires visual acuity, keen hearing, clear speech, and manual dexterity. Tasks include long periods of walking, standing, stooping, sitting, bending, pulling, lifting 10 pounds or more, and pushing. Transferring patients or objects may be required. The RN may be exposed to infected or contaminated patients and might need to don protective clothing in isolation or operative procedures.
The RN may occasionally encounter patients who are combative due to delirium, dementia, or psychiatric disorders.
The RN must be mature, flexible, and able to work effectively in stressful situations, shifting priorities as needed. Basic Life Support (BLS) certification is required for all clinically active staff employed by JHQVAMC not identified for Advanced Cardiac Life Support (ACLS) training.
