Position: Accountant 4- RSAs and Billing Section Supervisor (PCN 066158)

Responsibilities

The Accountant 4 manages a team of accounting technicians to carry out the operations of the Department of Law’s Reimbursable Service Agreement Section. He/she requires an in-depth knowledge of accounting principles, concepts, theories, and practices. The incumbent develops, updates, and implements policies and procedures to ensure effective program financial management efficiency and compliance. The Accountant 4 delivers program financial information to Division management to inform decision‑making.

Additionally, the Accountant 4 prepares the department’s legal services rates submitted annually for approval and inclusion to the State‑wide Cost Allocation Plan.

Qualifications
  • Accounting Operations:
    Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer’s accountability.
  • Internal Controls:
    Knowledge of the principles, methods, and techniques for establishing internal control activities (authorizations, verifications, reconciliations), monitoring their use, and evaluating their performance (identification of material weaknesses or significant deficiencies).
  • Oral and Written Communication:
    Expresses information effectively, taking into account the audience and nature of the information; makes clear and convincing oral and written presentations; listens and responds appropriately.
  • Problem Solving:
    Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Attention to Detail:
    Is thorough when performing work and conscientious about attending to detail.
Minimum Qualifications
  • Analysis and Assessment:
    Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.
  • Financial Analysis:
    Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
  • Principles of Accounting:
    Knowledge of generally accepted accounting principles, standards, and practices (double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.
  • Reasoning:
    Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
  • Technical Competence:
    Uses knowledge that is acquired through formal training or extensive on‑the‑job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Equivalent to those typically gained by:
    Any combination of preparatory post‑secondary education and/or progressively responsible professional level experience in accounting, budgeting, or financial management.
