Job Description
The Department of Military and Veterans Affairs (DMVA), Division Administrative Services (DAS), in the Revenue Section, is recruiting for an Accountant 4.
This position is in the Supervisory (SS) bargaining unit at a range 20. This position is open to Alaska Residents only. Please check the Definition FAQ to determine if you qualify.
What You Will Be DoingPrimary responsibilities include compliance with all federal and state laws, regulations, and requirements for the reporting, accounting, billing, and collection of State of Alaska contracts/Reimbursable Services Agreement (RSA), department-wide grant, federal, and administrative revenues. In addition, this team member provides technical guidance and supervision to professional-level accountants and accounting technicians.
The Accountant 4 provides financial management of DMVA revenue accounting and the associated federal and state reporting for all DMVA divisions of between 10-16 Federal Cooperative Agreement Programs (dependent on level of mutually negotiated annual agreements and funding), and between 10-25 multi‑year grants for combined federal revenue earnings of more than $20 million annually.

This position will have the opportunity to interact with team members from each of our core divisions and federal partners daily, and to problem‑solve emerging financial challenges.

In addition to the minimum qualifications, the ideal candidate will possess the following competencies:
- Accounting Operations:
Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability. - Grants Management Laws, Regulations, and Guidelines:
Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence. - Team Building:
