They are self-motivated, organized, and able to prioritize and transition efficiently between multiple tasks. This position also requires strong attention to detail, accurate data entry skills, and the ability to perform basic mathematical calculations to determine permit fees and calculate square footage.

Excellent customer service and communication skills are essential, as the position regularly assists both internal and external customers. The workload typically increases during the spring and summer construction season, requiring the ability to meet deadlines and manage competing priorities. Because work is performed in a shared office environment, the successful candidate must be able to concentrate and remain productive despite background activity and conversation.

The position also requires the ability to sit, stand, walk, and move throughout the workday while performing assigned duties and assisting customers.

WHAT IS IT LIKE TO WORK IN OUR DEPARTMENT Community Development is a dynamic department composed of Permitting, Planning, Building, and Administrative sections that are collectively responsible for administering the land use ordinances and building code regulations for the City and Borough of Juneau. We are a team of individuals dedicated to public service and our Department values of Integrity, Professionalism, Inclusivity, and Innovation.

WORKING HOURS AND LOCATION This position works (Monday through Friday) 8am – 4:30pm. Your office would be in downtown Juneau on the 4th floor of the Marine View Building, located at 230 S. Franklin St.

Typical Responsibilities

This position requires excellent customer service skills and a high level of attention to detail. It involves regular interaction with the public through assisting customers with the preparation and processing of building, land use, and general engineering permits, and requires precision and accuracy in database entries. The Permit Technician helps guide the customer through the intake process by conducting a preliminary review of submission materials which may include site plans, grading plans, foundation plans, floor plans, parking and landscaping plans, and other such documents.

Specific duties include, but are not limited to:

  • Responds to public inquiries regarding development codes, permitting requirements, and application processes.
  • Reviews permit applications for completeness and advises applicants on required documentation and available resources.
  • Provides technical support for the online permitting system, including login assistance, application submissions, document uploads, and permit selection.
  • Enters, updates, and maintains permit records for building, utility, zoning, and other development applications.
  • Calculates, collects, and processes permit fees; prepares financial reports and maintains related records.
  • Answers Community Development phone lines, provides general information, and directs inquiries to appropriate staff.
  • Researches property records, interprets maps and as-built drawings, and fulfills public records requests.
  • Prepares Temporary/Certificates of Occupancy for issuance.
Minimum Qualifications

Permit Technician I
- Range 10 - $23.42 per hour

Education:

Graduation from high school or the equivalent.

Experience:

One (1) year of clerical and/or customer service experience.

Substitution:
Post-secondary education may be substituted for the required clerical experience on the basis of 2.67 semester hours (4 quarter hours) for one month of experience.

Permit Technician II
- Range 12 - $26.68 per hour

Education:

Graduation from high school or the equivalent.

Experience:

One (1) year of clerical and/or customer service experience.

OR One (1) year of experience in the construction field performing semi-skilled work in plumping, electrical, or carpentry AND a minimum of six (6) months experience processing building, engineering, or other property/development permits. With the City and Borough of Juneau, this work is equivalent to a Permit Technician I.

Substitutions:
Post-secondary education may be substituted for the required clerical experience on the basis of 2.67 semester hours (4 quarter hours) for one month of experience up to a maximum of one year. There is no substitution for the permit processing experience.

Permit Technician III
- Range 13 - $28.51 per hour

Education:

Graduation from high school or the equivalent.

Experience:

One (1) year of experience processing building, fire, engineering, or other development permits. This experience must have been at the technical level equivalent to a Permit Technician II with the City and Borough of Juneau.
