Position: PROJECT FOREMAN

Under the general supervision of the Project Foreman, directs, coordinates, and plans tribal building and residential construction projects and emergency repairs. Ensures the quality of construction work and safe operations and practices. Obtains and adheres to building plans to guarantee utilization of cold climate construction methods and to implement building codes. Assigns job priorities to the housing crew to keep projects on schedule and monitors project budget and costs.

ESSENTIAL FUNCTIONS
  • Directs, coordinates, and plans tribal building and residential construction projects for new residential construction, home renovation projects, residential emergency assistance program and other approved tribal housing activities.
  • Obtains and adheres to building plans to guarantee utilization of cold climate construction methods and implementation of building codes.
  • Ensures a safe work environment by conducting safety briefings, enforcing safety regulations, and addressing safety hazards immediately.
  • Provides safe tools and equipment for staff; conducts routine maintenance to equipment and power tools.
  • Develops and maintains project schedules; separates project plans into daily tasks, sets deadlines for each phase of project, and adjusts schedule as needed.
  • Ensures quality control through regular inspections of work for compliance with blueprints, specifications, and codes and addressing issues promptly.
  • Assists with job site planning, drawings and material take-offs.
  • Manages materials and inventory; tracks material deliveries; and ensures sufficient supplies are on-site.
  • Achieves financial objectives of projects by monitoring budgets.
  • Ensures a safe, clean and organized work environment.
  • Coordinates with contractors; communicates effectively with plumbers, electricians, and other specialists to ensure work aligns with the overall project plan.
  • Ensures cost effective construction projects; assures contractual commitments are met in a timely and effective manner for successful project implementation.
  • Maintains project documentation by completing monthly reports, tracking worker hours, preserving cost estimates and procurement records, and other project-related documentation.
  • Inspects completed work, reviews deliverables, finalizes reports, and presents progress and results to Housing Director; provides comprehensive and concise, regular and thorough updates to key stakeholders.
  • Creates purchase orders for building materials; monitors and reconciles material uses allocated to housing projects for tracking costs and inventory of materials.
  • Anticipates challenges, resolves problems, addresses concerns, and escalates issues appropriately.
  • Ensures compliance with governmental regulations, ordinances, laws, grants, policies, and other guidelines.
  • Builds and fosters effective working relationships with others.
  • Enhances professional growth and development through participation in seminars, educational workshops, classes, and conferences.
  • Performs other duties as required or assigned.
SUPERVISORY RESPONSIBILITY
  • Supervises the housing crew and ensures the quality of construction work; assigns tasks to the housing crew to ensure smooth operation and keep projects on schedule.
  • Hosts and participates in regular meetings to ensure effective communications about project expectations and progress.
  • Carries out supervisory responsibilities in accordance with the Tribe’s policies and applicable laws.
  • Increases staff effectiveness by recruiting, selecting, orienting, training, coaching, counseling, and disciplining; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing a climate for offering information and opinions; integrating functional objectives; and providing and participating in educational opportunities.
