What You Will Be Doing
The Health Program Manager 4 serves as the Section Chief for the Section of Rural and Community Health Systems. You will be a key member of the senior management team for the Division of Public Health. In this position, you will use your strong strategic planning skills and organizational awareness to oversee strategic short‑ and long‑range planning, efficient management, and effective execution of program and service delivery within the division through the supervision of our Section of Rural and Community Health Systems.
The Section of Rural and Community Health Systems includes five units:
Health Emergency Response Operations, EMS, Trauma, Office of Healthcare Access, and Homelessness Health Intervention & Prevention. This position is responsible for managing policies, programs, personnel, grants, and the budget within Rural and Community Health Systems.

TheWorking Environment You Can Expect
The position is located in the heart of Anchorage, in the Frontier Building in mid‑town Anchorage. The office is situated with views of the Chugach Range, Mt. Denali, and the Cook Inlet. There is ample covered parking, a high level of building security, a coffee stand, and plenty of vending machines for drinks and snacks. - Administration and Management:
Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. - Supervision:
Plans, distributes, and monitors work assignments; sets task priorities; evaluates work performance and provides feedback; ensures staff are appropriately selected, utilized, and developed, and are treated in a fair and equitable manner. - Budget Administration:
Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget.
Minimum Qualifications
- Program Planning:
Ensures state/Tribal/community health improvement planning uses community health assessments and other information related to the health of a community. Develops program goals and objectives. - Community Dimensions of Practice:
Distinguishes the roles and responsibilities of governmental and non-governmental organizations in providing programs and services to improve the health of a community. - Partnering:
Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. - Public Health:
Applies knowledge of the concepts, principles, theories, methods, and tools associated with protecting and improving the health of people and their communities. - Human Capital Management:
